Statement of Work (SOW)

To upgrade HVAC control systems in Buildings 1670 and 1671 at the 136th Airlift Wing, integrating them with the base's Niagara system. The project also includes addressing failed or end-of-life HVAC components in other buildings on the installation.

• Buildings 1670 & 1671: Remove obsolete HVAC control components and install new, fully integrated systems compatible with the Niagara Direct Digital Control (DDC) infrastructure. This includes electrical, mechanical, and plumbing modifications.

• Other Buildings (CLIN 0003): Repair or replace identified HVAC components such as High Velocity Units (HVUs), Variable Air Volume (VAV) boxes, boiler pumps, Air Handling Units (AHUs), and Variable Frequency Drives (VFDs) that have failed or reached end-of-life.

• Integration: Ensure seamless communication and data exchange with the base's Niagara system.

• Testing & Commissioning: Test and commission new systems for proper operation, integration, and performance.

• Training: Provide at least four hours of training to Government personnel on operation and maintenance.

• Documentation: Provide as-built drawings, system manuals, and a detailed equipment list.

• Period: 60 calendar days after notice to proceed.

• Place: 136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX 76127.

• All work must comply with applicable federal, state, and local codes, regulations, industry best practices, and Unified Facilities Criteria (UFCs).

• Contractor is responsible for site surveys, field verification, and identifying all components requiring replacement or modification.

• New systems must be configured for standalone operation during communication failures.

• Contractor must obtain all necessary base access for personnel.

• Adherence to specific safety regulations (OSHA) and environmental considerations.

• Specific components to be replaced are detailed for Buildings 1671, 1672, 1674, and 4175.
