Justification for Other Than Full and Open Competition

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued by the U.S. Coast Guard Surface Forces Logistics Center (SFLC). The government intends to award a Firm Fixed Price Purchase Order on a Best Value basis.

The requirement is for the following items:

• ITEM 1: RING, RETAINING (P/N: 9213-502-SSE, NSN: 5325 01-543-6966) - Quantity: 10 EA
• ITEM 2: GASKET (CAGE CODE/PART NUMBER: 8978-804-00B, NSN: 5330 01-546-0887) - Quantity: 20 EA
• ITEM 3: BEARING & SEAL KIT (P/N 8978- 804-00B, NSN: 3120 01-645-4759) - Quantity: 10 KT
• ITEM 4: CYLINDER, REVERSE (P/N 9611-220-00N, NSN: 3040 01-646-2768) - Quantity: 10 EA
• ITEM 5: PARTS KIT, BEARING REPLACEMENT (P/N: 8978-809- 00L, NSN: 3120 01-660-6144) - Quantity: 10 KT

All items require individual packaging in accordance with MIL-STD 2073-1E Method 10, with commercial packaging acceptable if it provides adequate protection. Markings must be IAW MIL-STD-129R and barcoded IAW ISO/IEC-16388-2007, Code 39 Symbology. Manufacturer for all items is MARINE JET POWER INC.

• Contract Type: Firm Fixed Price Purchase Order.

• Payment Terms: NET 30, in accordance with FAR 52.232-25 Prompt Payment.

• Delivery: FOB DESTINATION REQUIRED. All deliveries are required by 02/23/2026.

• Submission: Submit quotations. Vendors must have an active SAM.Gov registration or proof of submission.

• Evaluation: Best Value will be determined by completeness of requirement, adherence to timeframe, and price.

• Total Cost: Must include delivery and any freight charges.

All responsible sources may submit a quotation. No specific set-aside is mentioned.

• Any proposed substitutions require a Specification Sheet for evaluation.
