This Request for Proposal (RFP) is for the construction of a Multi-Purpose Range Complex (MPRC) at the FBI South Campus, Redstone Arsenal, Alabama. The project aims to support the FBI's Counter-IED Center of Excellence mission pillar by providing necessary facilities for training and investigation. The FBI is procuring these construction services as a firm-fixed-price contract.

• Demolition of existing structures, sitework, and tree clearing.

• Construction of new buildings and structures, including:

  • Operations Building, Classroom Building, Firing Shed, Explosive Storage Magazine, Range Site Development.
  • Render Safe Test Facility with camera buildings.
  • Workshop, covered storage, vehicle wash and fuel station.
  • Inerting building.

• Renovation of an existing range, including an operations building, firing shed, bleachers, and an inerting building.

• The Inerting facility must be fully operational by December 31, 2026.

• Procurement, furnishing, and installation of Furniture, Fixtures, & Equipment (FF&E).

• Compliance with all applicable Federal, State, and local laws, regulations, codes, or directives.

• Adherence to specific security and suitability requirements as outlined in Attachment P – MPRC - Construction Security Plan (CSP).

• Compliance with IT security policies and procedures.

• Contract Type: Firm-Fixed-Price.

• Estimated Magnitude: Between $25,000,001 and $100,000,000.

• Period of Performance: Anticipated to be 650 calendar days from the date of award.

• Estimated Start Date: April 30, 2026.

• Proposals are due by March 26, 2026, at 2:00 pm CENTRAL TIME (EST).

• Evaluation will follow the Lowest Price Technically Acceptable (LPTA) source selection process.

• Proposals will be evaluated starting with the lowest price and continuing until the first responsive and responsible offeror with Acceptable ratings in all evaluation factors is identified.

• Key deadlines include:

  • Solicitation Release: February 13, 2026
  • Site Visit: February 26, 2026
  • Q&A Due: March 12, 2026
  • Proposals Due: March 26, 2026
  • Anticipated Award: April 09, 2026

• NAICS Code: 236220 - Commercial and Institutional Building Construction.

• The ARMAG inerting building unit will be purchased by the FBI and provided to vendors on/about September 30, 2026.

• Offerors must submit proposals in three volumes: Technical & Management, Past Performance, and Price.

• A site visit is scheduled for February 26, 2026. Attendees must have a completed NDA & Document Security Plan.

• The FBI does not intend to reimburse costs associated with proposal preparation or site visit attendance.
