Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force, Air Force Research Laboratory (AFRL/RYM), has issued a Broad Agency Announcement (BAA) for Multi-Spectral Sensing Technologies Research and Development (MUSTER). This two-step solicitation seeks innovative research proposals to advance electro-optical (EO) and radio frequency (RF) sensor systems. White Papers are accepted through May 20, 2026.

Opportunity Overview

AFRL/RYM conducts basic and applied research, advanced technology development, and test and evaluation for USAF aerospace EO and RF sensor needs. The BAA solicits proposals in Thirteen (13) research areas aimed at ensuring persistent intelligence, surveillance, reconnaissance, time-sensitive targeting, and battlespace access capabilities. The overarching goal is to advance the state-of-the-art in sensor system R&D across the electromagnetic spectrum to deliver next-generation capabilities for global persistent awareness.

Scope of Work

Research is organized into five main areas:

  • RYMF: Multiband Multifunction Radio Frequency Sensing (antenna tech, adaptive radar, digital multifunction arrays).
  • RYMM: Laser Radar Technology (innovative laser radar for ISR, precision attack).
  • RYMP: Passive Radio Frequency Sensing (situational awareness, tracking, targeting in challenging EM environments).
  • RYMS: Distributed Radio Frequency Sensing (waveform design, signal phenomenology, distributed processing).
  • RYMT: EO Target Detection & Surveillance (passive EO/IR sensors, hardware, algorithms, hyperspectral imaging). Emphasis is placed on leveraging multispectral/multiband approaches, artificial intelligence/machine learning (AI/ML), multi-sensor exploitation, and low Cost/Size, Weight, and Power (SWaP) solutions.

Contract Details & Requirements

  • Type: Broad Agency Announcement (BAA), leading to a Cost Plus Fixed Fee (CPFF) contract.
  • Set-Aside: None specified.
  • Security: A SECRET Facility Clearance and Safeguarding Level are required. Contractors will need access to various classified information types (SCI, NATO, foreign government information). Non-U.S. citizens require waivers for USAF/AFRL/IT access.
  • Deliverables: Include data, software, hardware, and various reports (Scientific/Technical Reports, Funds/Man-Hour Expenditure, CFSR, Spend Plan, Status Report, Computer Software Product, Software User Manual, Presentation Material). Technical reports must adhere to AFRL's ANSI/NISO formatting guide.
  • Compliance: Adherence to Operations Security (OPSEC), Program Protection Plan (PPP), and Science and Technology (S&T) Protection (AFRLI 61-113) is mandatory. A Small Business Subcontracting Plan is incorporated by reference.

Submission & Timeline

  • Process: Two-step solicitation.
    1. White Papers: Accepted through May 20, 2026, 1700 hours local time at Wright-Patterson AFB, OH.
    2. Proposals: Will be requested from offerors whose White Papers are considered.
  • Mandatory Registrations: All applicants must be registered in the System for Award Management (SAM). Proposals are submitted via Grants.gov.
  • Required Forms: SF 424 (R&R) forms (cover, Senior/Key Person Profile, Personal Data), Proposal Adequacy Checklist, and SF 298 for reports.
