Purpose and Scope
The overarching goal is to advance the state-of-the-art in sensor system research and development across the electromagnetic spectrum to deliver next-generation capabilities for global persistent awareness. Research is organized into five main areas:
- RYMF – Multiband Multifunction Radio Frequency Sensing: Advancing antenna technology, adaptive radar, and digital multifunction arrays for ISR, radar, electronic warfare, and communications.
- RYMM – Laser Radar Technology: Developing innovative laser radar approaches for ISR and precision attack, including new sensor designs, components, and algorithms.
- RYMP – Passive Radio Frequency Sensing: Improving passive RF sensing systems for situational awareness, tracking, and targeting in challenging environments.
- RYMS – Distributed Radio Frequency Sensing: Developing techniques for waveform design, signal phenomenology, and distributed processing for target detection and tracking.
- RYMT - EO Target Detection & Surveillance: Promoting novel passive EO/IR sensors, hardware, and algorithms for target sensing, detection, recognition, and tracking, including hyperspectral imaging.
Contract Details
This is a Solicitation for an anticipated Cost Plus Fixed Fee (CPFF) contract, under Product Service Code AC12 (National Defense R&D Services; Applied Research). Deliverables will include data, software, and hardware, as detailed in the Contract Data Requirements List (CDRLs). A SECRET facility clearance and safeguarding level are required, with performance anticipated at Wright-Patterson AFB, OH (TBD). Contractors must adhere to Operations Security (OPSEC) procedures, a Program Protection Plan (PPP), and AFRLI 61-113 for Science and Technology (S&T) Protection. Emphasis is placed on leveraging multispectral/multiband approaches, AI/ML, multi-sensor exploitation, and low Cost/SWaP solutions. Non-U.S. citizens require waivers for access to USAF bases, AFRL facilities, or U.S. Government IT networks.
Submission Requirements
Proposals are due by May 20, 2026. Applicants must be registered in the System for Award Management (SAM) and submit electronically via Grants.gov. Mandatory forms include the SF 424 (R&R) as the cover page, SF 424 Research & Related Senior/Key Person Profile (Expanded) (requiring biographical sketches and current/pending support), and SF 424 Research & Related Personal Data for STEM roles. Bidders must also comply with detailed reporting requirements outlined in the CDRLs (e.g., scientific/technical reports, financial reports, software, presentations), following the AFRL ANSI/NISO guide for technical report formatting. A Proposal Adequacy Checklist (FAR 215.7009) should be utilized to ensure completeness, especially for cost and pricing data.
