This notice is for market research purposes to determine the availability of Indian Economic Enterprises (IEE) for laundry services. The Indian Health Service (IHS) is planning for a potential firm-fixed price, non-personal service contract for laundry services at the Rosebud IHS in South Dakota. Responses will help determine the acquisition method, including potential set-asides.

The Rosebud IHS requires laundry services to support its healthcare mission. The anticipated contract will be for a Base Year plus four (4) Option Years.

Laundry services include the collection and delivery of various laundry items such as rough dry, flat work, finished work, pillows, mops, rugs, and dry cleaning of window drapes.

Three deliveries per week are requested, scheduled for Monday, Wednesday, and Fridays before 12:00 PM, to be arranged with the Service Unit Director or designee.

Anticipated: July 1, 2026 – June 30, 2031 (5 Years after Award).

• Compensation will be at a fixed rate.
• Contractor shall attend meetings/conference calls as scheduled by the Contracting Officer’s Representative (COR).
• Contractor must promptly communicate any delays due to equipment failure to the COR.

This document is the "Indian Economic Enterprise Representation Form" required by the Indian Health Service (IHS) under the Buy Indian Act. It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" (IEE) as defined by HHSAR 326.601. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation.

• Eligibility Criteria: Offerors must meet the IEE definition at the time of offer, contract award, and throughout the contract performance period.
• Notification Requirement: Contractors must immediately notify the Contracting Officer if they no longer meet eligibility requirements.
• Documentation: Contracting Officers may require documentation of eligibility.
• Registration: Successful offerors must be registered with the System of Award Management (SAM).
• Representation Section: Requires the offeror to check a box indicating whether they represent themselves as an IEE with "Indian Ownership" under the Buy Indian Act.
• Information Fields: Includes spaces for the Name of Federally Recognized Tribal Entity, Name of the 51% owner of IEE Firm, Business Name, DUNS Number, Certifying Signature, and Print Name.

This form is crucial for any bidder intending to claim status as an "Indian Economic Enterprise" to potentially benefit from set-aside or sole-source contracts under the Buy Indian Act. Bidders must accurately complete this self-certification and understand the ongoing eligibility requirements and potential penalties for false information.

Statement of Work (SOW)

To provide comprehensive laundry services for the Rosebud IHS Hospital, including collection, delivery, and processing of various laundry items.

• Collection and delivery of laundry at least three times per week (Monday, Wednesday, Friday).

• Processing of rough dry, flat work, finished work, pillows, mops, rugs, and dry cleaning of window drapes.

• Laundry must be processed separately from other customers and uniforms washed separately.

• Special handling for infectious disease linen using specified bagging and processing methods.

• Delivery of clean laundry in closed vehicles, with rough flat work packed in clear plastic and uniforms on hangers.

• Estimated monthly poundage: 5,000lbs - 7,500lbs.

• Laundering must comply with accepted standards of the Centers for Medicare and Medicaid Services (CMS) and state requirements.

• Test piece analysis for tensile strength loss (max 5% for Excellent, 6-10% for Good) and whiteness retention (95%+ for Excellent, 92-96% for Good) after 20 washings.

• Washing procedures require specific temperature ranges (150-170°F for siding stages, 165-170°F for rinsing) and pH reduction.

• Facilities must be cleanable, with daily cleaning, janitorial closets, and adjacent toilet facilities.

• Contractor facilities are subject to sanitary inspection by the Indian Health Service Office of Environmental Health.

• Period of Performance: 5 years from the date of award.

• Place of Performance: Rosebud IHS Hospital.

• Contractor must possess all required State of South Dakota certifications.

• Vehicles used for transport must be cleaned and sterilized before transporting clean laundry.

• Clean laundry must not be transferred in the same vehicle with dirty laundry.

• Contractor facilities must meet sanitary requirements and are subject to inspection; failure to correct unsanitary conditions can lead to contract termination.

• Contractor cannot make commitments or obligate government funds; only the Contracting Officer can change contract terms.
