Quick Summary
The U.S. Census Bureau (USCB) is conducting market research through a Sources Sought Notice/Request for Information (RFI) to identify qualified vendors for Multifunctional Printer Devices (MFDs): Replacement, Disposal, and Maintenance. This effort aims to modernize MFDs across six regional offices (Atlanta, Chicago, Denver, Los Angeles, New York, Philadelphia) to enhance operational efficiency, reliability, cybersecurity, and document management. Responses are due by June 3, 2026, at 4:00 PM UTC.
Scope of Work
The USCB seeks commercially available MFDs and related support services. Key requirements include:
- Performance: Sustained print speed of 70 ppm (black and color) for high-volume, continuous operation; integrated print, copy, scan, and color print functions with automatic document feeder (ADF) and duplex scanning.
- Scanning: Minimum 600 dpi optical resolution, with scan-to-email, scan-to-network folder, and scan-to-secure repository capabilities.
- Printing: Office-grade color output, without production-level finishing features.
- Security: Compliance with federal and organizational security standards, including secure network connectivity (TLS 1.2+), CAC/PIV-enabled authentication, encrypted hard drives, and secure print release.
- Reliability: Devices designed for long-term, high-volume use (40,000-80,000 pages/month), with parts/consumables and manufacturer support available for at least five years post-award.
- Services: Delivery, installation, integration with existing networks, configuration of print/scan workflows, user authentication, and environmentally responsible removal/disposal of legacy devices.
- Support: User guides, quick-reference materials, remote/on-site orientation, a minimum three-year warranty with on-site service, guaranteed next-business-day response for critical outages, and supply management.

Submission & Evaluation
This is an RFI for planning purposes only and not a solicitation. Vendors should submit capability statements electronically to the Contracting Officer, Tanisha Contee (tanisha.l.contee@census.gov). The USCB will use responses to assess industry capabilities and determine the most appropriate acquisition strategy. No phone calls will be accepted, and no questions will be answered regarding this notice.
Additional Notes
The USCB is seeking estimated market pricing for direct purchase and leasing options, including maintenance, consumables, response times, and disposal. Vendors should provide information on technical capabilities, past performance, recommended solutions, maintenance/disposal approaches, pricing structures, and available contract vehicles. Specific questions are posed to gather industry insights on device classes, supply chain, security practices, pricing, and common risks.
