Sources Sought Notice

This Sources Sought Notice (SSN) is issued by the Defense Information Systems Agency (DISA) to gather market research on the capabilities of small businesses to provide full-spectrum engineering support for the Defense Information Systems Network (DISN) Advanced Engineering & Transport Solutions (DAETS). The DISN is a critical global network for Department of Defense (DoD) communications.

Potential vendors should demonstrate experience in:

• Comprehensive DISN Program and Engineering Support for large-scale telecommunications infrastructures (IP-based, fiber-optic, satellite communications).

• Specialized Technology Expertise in areas like optical networking, cloud routing, software-defined networking, and encryption.

• Advanced Network Systems and Security design and implementation.

• Testing and Validation of new technologies within rigorous environments.

• Global, Joint, and Multi-Domain Support.

• Tier III Engineering Support and Escalation Services.

• Anticipated Period of Performance: October 2026 to December 2031.

• Anticipated Place of Performance: DISA Headquarters, Fort Meade, Maryland.

• The previous requirement was known as MANDO v2, currently under contract HC102818D0024 / HC102822F6460 (ENCORE III) with CompQsoft, Inc. (Small Business), with a period of performance from December 2, 2021, to December 1, 2026.

• This is for informational purposes only and not a Request for Proposal.

• Responses are requested to demonstrate company capabilities in Required Capabilities, Special Requirements, and Knowledge Areas.

• This SSN specifically seeks to determine the availability and technical capability of small businesses (including SDB, 8(a), SDVOSB, HUBZone, WOSB).

• The anticipated NAICS code is 541519 with a size standard of $34.0M.

• Responses must demonstrate ability to comply with FAR clause 52.219-14, Limitations on Subcontracting.

• Information regarding joint ventures or partnering is requested.

• Personnel must possess a minimum of Secret security clearance, with some requiring Top Secret/SCI.

• Companies must have a valid Top Secret Facility Clearance Level (FCL).

• Contractors must be certified under ISO 9001 at the time of award.

• Applicable Information Assurance training and certification requirements must be met.

• Specific knowledge areas include Carrier-Grade Optical and IP/MPLS Networking, and Defense Information Systems Network (DISN) experience.

Solicitation / RFP / RFQ

This Sources Sought Notice (SSN) is issued by the Defense Information Systems Agency (DISA) to determine the availability and capability of small businesses to provide Multimedia Architectural Networking Design Optimization version 2 (MANDO v2) services. These services are critical for supporting software development, engineering, technical, and cybersecurity analysis for DISA's global and regional networks, gateways, and systems, aiming to meet the warfighter's evolving needs.

• Engineering support across the entire Defense Information Systems Network (DISN) infrastructure.

• Focus areas include MPLS, TDM Elimination, MLSV, SIPRNet/NIPRNet Transport, High Assurance Encryption, JEDI, QoS, CSfC Ethernet, Transoceanic Systems, Transmission Security, DISA Computing Center Connectivity, Availability Design, Future Optical Networking, and AISR.

• Required capabilities include experience in terrestrial and undersea fiber optic telecommunications systems, IP networking, encryption, legacy transport, timing & synchronization, gateway servers, SDN, and NFV.

• Specific experience with Commercial Solutions for Classified (CSfC) is required.

• Special security requirements include U.S. citizenship, minimum Secret clearance (with TS/SCI for some roles), and potential need for IT-I access.

• Contractor must be ISO 9001 certified at time of award and possess a valid Top Secret Facility Clearance Level (FCL).

• Must meet applicable Information Assurance Technical (IAT) or IA Managerial (IAM) training and certification.

• Experience in specific knowledge areas such as SQL, Database Design/Management, Microsoft SQL Server, various programming languages (.NET, XML, etc.), Web Design, Computer Architecture, Traffic Engineering, and Technical Writing is sought.
