• Proposal Submission: All DoD SAFE requirements have been removed via Amendment 0001. Proposals are to be emailed directly to Mr. Justin Marino and Mr. Brian Souter.
• Site Visit: Information regarding the site visit registration process is on pages 3-4 of the RFP. An agenda for the February 19th site visit is attached to the SAM.gov posting.
• Past Performance: Past performance questionnaires (PPQs) can be completed for federal, state, local government, or commercial contracts for similar services. Completed CPARS are not acceptable in lieu of the required PPQ, but may be used by the government as a supplementary source. Revised Attachment 3 now includes instructions to email completed PPQs to both Mr. Justin Marino and Mr. Brian Souter.
• Bonding Requirements: The requirement for a single project bonding threshold of at least $5,000,000 and an aggregate bonding threshold of at least $30,000,000 is confirmed.
• Base Access: Information regarding base access and obtaining temporary passes is referenced on page 3, section 3 of the RFP. A 648C background check is required for awarded contracts requiring base access.
• Seed Project: There will not be a "seed project" for this requirement.

Amendment 0001 has been issued to remove DoD SAFE submission instructions and replace them with email submission details. Offerors are encouraged to submit questions early, and the proposal due date will not be extended at this time.

This amendment (0001) to solicitation W51AA126RA002 makes the following changes:

• Proposal Submission: All DoD Safe requirements have been removed. Offerors must now email all proposal files directly to Mr. Justin Marino and Mr. Brian Souter.

• Past Performance: Section L3.2.3 has been updated to reflect the new submission instructions for the Past Performance Questionnaire (PPQ), requiring it to be emailed directly to Mr. Marino and Mr. Souter.

• Contractor Experience: Sections L3.2.3 and M 4.0 have been updated to specify that Federal, State, Local Government, or commercial contracts for the same or similar services as compared to NAICS 236220 are relevant for past performance.

Solicitation / RFP / RFQ

This is a Request for Proposal (RFP) for construction services at Tobyhanna Army Depot (TYAD).
