Scope of Work
This MATOC will primarily cover highway and/or bridge design and related engineering services. Secondary services may include, but are not limited to, geotechnical, hydraulics and hydrology, survey and mapping, traffic and safety engineering, structural engineering, planning, value engineering, environmental compliance, landscaping, and architectural services. All work must be performed or approved by a registered Professional Engineer. Electronic plans and specifications must be compatible with Google Workspace, OpenRoads, and OpenBridge Designer software. Familiarity with FHWA and expertise with AASHTO policies are required.

Submission & Evaluation
This acquisition uses a two-stage, qualifications-based selection process per FAR Part 36:
- Stage 1: An RFQ will be issued. Offerors will submit Statements of Qualifications (SOQ). An architect-engineer evaluation board will review qualifications and select the most highly qualified offerors.
- Stage 2: Selected offerors will receive a Request for Proposal (RFP) to explain further process requirements.
