All work must be performed or approved by a registered Professional Engineer. Electronic plans and specifications must be compatible with Google Workspace, OpenRoads, and OpenBridge Designer software. Familiarity with FHWA and expertise with AASHTO policies are required.

Submission & Evaluation

This acquisition uses a two-stage, qualifications-based selection process per FAR Part 36:

  1. Stage 1: An RFQ will be issued. Offerors will submit Statements of Qualifications (SOQ). An architect-engineer evaluation board will review qualifications and select the most highly qualified offerors.
  2. Stage 2: Selected offerors will receive a Request for Proposal (RFP) to explain further process requirements.
