Experience Requirements
Respondents must submit:
- Two (2) recent specific Government projects completed within the last ten years, each with a minimum construction cost of $20,000,000. Projects must demonstrate experience in high-value joint military logistics construction in Australia (NAICS 236220) and meet criteria for Severe Site Constraints and Zero Organic Oversight.
- A narrative (max 1 page) detailing how the firm meets criteria for Cost & Schedule Efficiency, Host Nation & Bilateral Compliance, and Specialized Submittal Experience.
Market Research Criteria (Table 1)
- Severe Site Constraints: Capability to operate in constrained, occupied footprints without interference.
- Zero Organic Oversight: Ability to execute complex construction to strict DoW standards without on-site US Government CM or QA.

- Specialized Submittal Experience: Evidence of integrating US NAVFAC design/construction submittals with Australian National Construction Codes.
