Scope of Work

The contractor will provide comprehensive waste management services, including:

• Furnishing and maintaining contractor-owned 30-yard roll-off containers for various waste streams.
• Scheduled collection of solid waste three times weekly (Mon/Wed/Fri).
• Scheduled collection of unbaled cardboard twice weekly (Mon/Thu).
• Bi-weekly collection of scrap ferrous and nonferrous metals.
• Monthly collection of wooden shipping pallets and commingled plastics/aluminum.
• Providing monthly tonnage reporting with weight tickets.
• Maintaining 24/7 emergency response capability with a two-hour on-site arrival time.
• Ensuring compliance with all VA, OSHA, EPA, DOT, and applicable State/local directives.
• Note: Hazardous and medical waste are excluded from this scope.

• Evaluation Criteria: Comparative evaluation based on Technical Capability, Past Performance, and Price.

• Required Submissions: Detailed Service Delivery Plan, Emergency Response Plan, Contingency Plan, Sustainability Plan, and QC/Safety Plan.

Site Visit & Important Notes

• A mandatory site visit is scheduled for Monday, March 9, 2026, from 10:00 AM to 2:30 PM CST at the Fayetteville, AR VAMC, 1100 North College Avenue, Fayetteville, AR 72703-1944. Attendance is highly encouraged, and no other site visits will be permitted. Contracting POCs will attend virtually via Microsoft TEAMS.
• Offerors must provide required certifications, including OSHA 10/30 and TB tests.
• Wage Determination No. 2015-5109, Revision 29 (dated December 3, 2025), applies to this contract, outlining minimum wage rates and fringe benefits (Health & Welfare at $5.55 per hour) for SCA-covered occupations in Benton, Madison, and Washington counties, AR.
