  • Employee Stock Ownership Pilot (ESOP) Program

Contract types may include traditional contracts or Other Transactions (OTs) for prototype projects, with potential for follow-on production. Iterative prototyping is a key development methodology.

Submission & Evaluation

Responses can be submitted via two methods:

  1. Fires Capability Gap (FCG) Submissions: Involves up to three phases (Solution Brief, Live Pitch/Demo, Solution Proposal). Submissions are evaluated on technical merit, schedule feasibility, and company viability. Awards are subject to funding and may be retained for up to 18 months.
  2. Call for Solutions: Specific requirements, evaluation procedures, and award processes will be detailed in amendments posted under this solicitation. These are independent of FCG procedures.

The Government will not reimburse companies for costs incurred during participation in FCG Phases 1-3.

Eligibility / Notes

Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov. Specific requirements for business status (Nontraditional Defense Contractor, Nonprofit Research Institution, Traditional Defense Contractor) are detailed in Appendix A of the solicitation. All responses must be unclassified and comply with export control regulations.
