Statement of Work (SOW)

To provide Advanced Life Support (ALS) and Basic Life Support (BLS) ambulance services at the Muscatatuck Urban Training Center (MUTC) and associated training venues.

• Provide ALS and BLS ambulance services, including emergent and non-emergent responses, administrative transfers, and patient transports.

• ALS ambulances will be the first to render aid, with Installation EMS as secondary resources.

• BLS ambulances will also be the first to render aid, with Installation EMS as secondary resources.

• Services are required at MUTC, Butlerville, IN, and associated training venues.

• On-site presence required from June 4, 2026, through June 6, 2026, during hours of 8:00 am to 4:00 pm.

• Services to be provided within MUTC and at the BLDG 5144 training venue.

• Personnel Qualifications: EMTs, A-EMTs, and Paramedics must meet Indiana State and NREMT requirements, possess relevant experience, and hold current BLS certifications (AHA). Paramedics require additional AMLS and ACLS certifications. Drivers need a valid State driver's license. All personnel must be fluent in English.

• Staffing: One ALS and one BLS ambulance/crew required daily during specified hours. Each crew must consist of one NREMT Paramedic and one NREMT EMT or A-EMT (Paramedic may substitute for EMT/A-EMT, but not vice-versa).

• Equipment & Supplies: Contractor must provide all necessary medical supplies, including a reasonable level of contingency supplies for extreme weather conditions. A list of contingency supplies must be mutually agreed upon prior to the exercise.

• Communications: Contractor must establish and maintain radio communications with Range Control, Installation EMS, and the Real World Medical NCOIC, conducting radio checks at least three times daily.

• Uniforms & Appearance: Personnel must maintain a neat appearance and wear a specified uniform, including badges identifying name, contractor, and position.

• Non-Personal Service: All contractor personnel are employees of the contractor, not the Government.

Solicitation / RFP / RFQ

This document outlines the criteria for awarding a contract resulting from this solicitation. The Government will select the responsible offeror whose proposal is most advantageous, considering both technical capability and price.

Offers will be evaluated based on a best-value determination, considering the following factors:

• Technical Capability: Offerors must submit a technical capability statement demonstrating their ability to meet the Government's needs as described in the Statement of Work. This statement should be clear, concise, and provide sufficient detail to convince the Government of the project's executability with the proposed resources. It should not merely restate requirements but offer convincing rationale for how the offeror intends to meet them. The Government will assume no prior knowledge of the requirements.
• Price: Price will be evaluated for realism and reasonableness.
• Past Performance: This factor will also be considered in the evaluation.

Trade-offs may be made between price and non-price factors to select the offer providing the greatest overall benefit to the Government.

The Government intends to award a contract without discussions, but reserves the right to conduct discussions if deemed necessary by the Contracting Officer.

The Government may reject any or all offers if in its best interest and may waive informalities and minor irregularities.
