Purpose
This Sources Sought Notice is issued for market research purposes only to identify small businesses capable of providing industry-standard music and radio data and analytics services. This is not a Request for Proposal (RFP) and does not guarantee a contract award.
Scope of Work / Key Requirements
The DWIA requires a service to provide comprehensive weekly reports and analytics on U.S. radio stations' airplay and music data. The contractor shall provide their standard commercial offering without modification. Key requirements include:
- Radio Airplay Monitoring: Monitoring at least 2,000 U.S. terrestrial and satellite radio stations across at least 200 U.S. radio markets (including Top 25), tracking song spin details (title, artist, time/date, station ID).
- Music Consumption Data: Collecting and processing verifiable music consumption data from various U.S. sources, including sales data from retailers and streaming data from major services (Spotify, Pandora, Apple Music, YouTube).
- Data Analytics Platform: Providing access to a secure, web-based platform for government personnel (supporting at least 6 users) to query, filter, analyze current and historical data, and generate custom reports.
- Reporting and Deliverables: Providing standardized weekly reports, industry-standard music charts, and user training. Specific deliverables include platform access within 5 business days of contract award, weekly airplay and music consumption summary reports, and weekly industry standard music charts.
Submission Requirements
Interested small businesses must submit a white paper, not exceeding 10 pages (single-spaced, 12-point Times New Roman font), by April 30, 2026, at 01:00 PM EST. The submission must include:
- Section 1: Company Profile: Name, address, UEI, CAGE code, business size, socioeconomic status (NAICS 519130), and point of contact.
- Section 2: Capability Statement: A detailed narrative outlining company capabilities, data sources, monitoring panel size, analytical platform, reporting capabilities, and relevant past performance.
- Section 3: Questions: Responses to specific questions regarding data standards, business/licensing models, and availability on Government-wide Acquisition Contracts (GWACs). Submissions should be emailed to nastashia.d.willoughby.civ@mail.mil and thomas.j.brown314.civ@mail.mil.
Eligibility & Evaluation
This Sources Sought is a Total Small Business Set-Aside (FAR 19.5) under NAICS Code 519130. Responses will not be considered proposals, and no award will be made as a direct result of this notice.
