Statement of Work (SOW)

This Statement of Work outlines the requirements for preventive maintenance services for ten (10) Eaton MV-VCP-W circuit breakers located at the United States Embassy in London.

• Perform annual preventive maintenance on ten (10) Eaton MV-VCP-W circuit breakers.

• Maintenance must adhere to the latest manufacturer's instructions.

• Conduct secondary injection testing and controlled opening of each breaker post-service to verify operation.

• Provide all necessary personnel, tools, equipment, supplies, and materials for maintenance.

• Perform DNO building isolation and MV Senior Authorized Person (SAP) duties.

• Ensure switchgear enclosures are clean and in good operating condition post-service.

• Provide an inventory of expendable parts and a list of recommended spare parts.

• Repairs are excluded from this contract but require contractor to provide current labor rates for potential separate purchase orders.

• All services must be performed in accordance with the SOW and manufacturer's technical manuals.

• A signed checklist must be provided after each maintenance visit.

• A written report detailing system information, test results (Pass/Fail), system condition, and recommendations is required.

• No more than one (1) customer complaint is permitted per year.

• The contract will be for a one-year base period, with options for four additional one-year periods.

• Performance will take place at the United States Embassy, 33 Nine Elms Lane, London, SW11 7US.

• Standard services are to be performed between 8:00 AM and 4:00 PM on Fridays and Saturdays.

• Contractor must provide qualified and trained technicians, including an MV/HV Senior Authorized Person (SAP).

• Personnel require embassy vetting and may need security clearances for certain areas.

• Contractor must comply with strict security, standards of conduct, and access procedures for government buildings.

• All software, licenses, and passwords related to the equipment must be provided upon completion.

• The contractor is responsible for all insurance requirements, including Public Liability and Workers' Compensation.

• Local law registration and compliance are the contractor's responsibility.

• The contractor must provide site-specific Risk Assessments and Method Statements and ensure all employees have certified safety equipment (PPE).

• Safe and environmentally friendly disposal of all redundant materials is required, with proof of disposal provided.

• Pricing must be quoted in the currency of the contractor's bank account location (e.g., GBP for UK accounts).

• Value Added Tax (VAT) is priced separately and is 100% applicable to the contract price.

This is a Request for Quotation (RFQ) for preventive maintenance services for MV Breakers at the U.S. Embassy in London. It is not a small business set-aside.

• Preventive Maintenance Service: Annual service for MV Breakers.

• Equipment Quantity: 10 units per year.

• Service Period: Base year plus 4 option years.

• Callout Services: Includes fixed hourly rates for Standard and Emergency Callouts for repair labor, excluding VAT.

• Period of Performance: Base year and 4 option years.

• Delivery Date: To Be Announced (TBA).

• Quotation Due Date: On or before close of business, June 5th, 2026, at 17:00 PM.

• Submission Location: Issuing office at American Embassy, Procurement Office, 33 Nine Elms Lane, London SW11 7US.

• Technical Evaluation: Contractors must submit all required documentation as detailed in page 21, titled "Evaluation Criteria" within Exhibit A – Statement of Work.

• This RFQ is not a small business set-aside.

• All costs are to be quoted excluding VAT.

• The government is not committed to paying any costs incurred in the preparation of quotations.

• Any representations and/or certifications attached to the RFQ must be completed by the quoter.
