M/V William James Main Caterpillar Engines Overhaul

Statement of Work (SOW)

To perform an inframe major overhaul of two (2) Caterpillar 3512 marine propulsion engines onboard the M/V William James.

• Disassemble, repair, and reassemble the engines onsite.

• All work must adhere to the manufacturer's specifications and maintenance manual for the Caterpillar 3512 marine propulsion engine.

• All parts replaced must be new OEM Caterpillar parts or Caterpillar reconditioned parts, as allowed by the manual.

• All parts and labor must carry a minimum one-year Caterpillar factory warranty.

• Work must be completed by Caterpillar certified technicians.

• Overhaul of two (2) Caterpillar 3512 marine propulsion engines (Arrangement number: 2322505, Serial numbers: S2J00211 & S2J00214).

• Replacement of specific parts including, but not limited to, turbo cartridges, oil coolers, oil pumps, cylinder heads, fuel injectors, cylinder packs, water pumps, seals, and bearings.

• Inspection and potential replacement of camshafts and crankshafts based on Caterpillar tolerances.

• Cleaning and testing of aftercoolers.

• Test running of engines after completion.

• Replacement of oil pan groups for each engine, including the "chockfast" mounting system.

• Replacement of the engine control room display for both engines, including the CMD Display Group, drop harness, and wiring connection kit.

• Provision of all necessary materials and labor.

• Completion Date: No later than June 30, 2026.

• Location: Onboard the M/V William James at the USACE Vicksburg Harbor, 2577 Haining Rd, Vicksburg, MS, 39183.

• Core Charges: Any old parts requiring a core charge will be handled via modification request and quote after job completion.

• Security Requirements: Applicable to all contract personnel, including initial and annual refresher training, compliance with Force Protection Condition (FPCON), Random Antiterrorism Measures (RAMs), and Health Protection Condition (HPCON). Personnel requiring physical access must comply with access control procedures, vetting, and potentially E-Verify for employment eligibility. Non-U.S. citizens require prior government approval.

Solicitation / RFP / RFQ

This solicitation is for the "M/V William James--Main Engine Major Overhaul" (Product Service Code: 2815). The U.S. Army Corps of Engineers (USACE) Revetment Branch, Vicksburg District, requires a contractor to supply and install new tubes for the hot water boiler on Power Barge 5014 and clean the boiler to remove rust/corrosion/wear.

• Supply and install 206 certified Hurst tubes in the hot water boiler on Power Barge 5014.

• Clean the boiler/system and remove all rust/corrosion.

• Provide and install a new bladder style expansion tank.

• Arrange for boiler re-certification by the manufacturer upon completion.

• Arrange for annual inspection by a Mississippi state boiler inspector.

• Address any deficiencies noted by the manufacturer or state inspector.

• Ensure new parts have a manufacturer's warranty.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: All requirements must be completed no later than July 17, 2026.

• Place of Performance: On board Power Barge 5014, Mat Sinking Unit, 2577 Haining Rd, Vicksburg, MS 39183.

• Solicitation Issue Date: May 8, 2026.

• Offer Due Date: May 22, 2026, 04:30 PM.

• Evaluation Factors: The contract will be awarded to the responsible Offeror whose offer conforming to the solicitation is most advantageous to the Government, considering price and other factors. The Government will award to the lowest priced quote that conforms to the requirements. Proposals will be evaluated for conformance and must receive a "Successful" rating to be eligible for award.

• Capability Factor: Offerors must submit a plan of action, a detailed list of all parts (new OEM Caterpillar or reconditioned parts allowed by service manual), and detailed lists/certificates showing repairs will be performed by Caterpillar certified technicians.

• Price Factor: Total quoted price will be summed and compared to Government estimates and previous procurement history for reasonableness.

• Offer Validity: All offers must be valid for 60 days.

• This acquisition is a set-aside for Small Business.

• North American Industry Classification Standard (NAICS) Code: 336611.

• Size Standard: 1300 employees.

• The solicitation incorporates FAR clauses by reference, including those related to cybersecurity, limitations on subcontracting, and tax on foreign procurements.

• Cybersecurity Maturity Model Certification (CMMC) level requirements apply.

• Payment will be made via Wide Area WorkFlow (WAWF).
