Solicitation Amendment W912EE19Q0023-0002 extends the solicitation due date to 30 April 2019 at 10:00 AM CST. The period of performance start date is change from 1 May 2019 to an estimated start date of 20 May 2019.  All other terms and conditions remain the same.

Contractors shall submit proposals via email to Brent Hester, Contract Specialist, 601-631-5480, Richard.B.Hester@USACE.ARMY.MIL. Proposal shall be emailed with the subject reading "W912EE19Q0023 Proposal".

Multiple inquiries have been submitted and responded to via ProjNet.

Attentions is called to Solicitation Section L, Special Notes, specifically Solicitation Inquiries which states the following:

All inquiries regarding this solicitation are to be submitted via ProjNet. Telephone and email inquiries will not be accepted. ProjNet is a web-based program that allows offerors to post questions regarding the solicitation and view all questions by other offerors and responses by the government.

1. Offerors shall only submit one question per inquiry. All inquiries containing multiple questions will be rejected.

2. Offerors will receive an acknowledgement of their question(s) via email, followed by an answer to their question(s) after it has been processed. Offerors may view all inquiries through ProjNet.

3. Inquiries must be submitted not later than seven (7) calendar days prior to the proposal due date. Any inquiries submitted within seven calendar days of the proposal due date may not be answered.

4. To submit and review inquiries, offerors will need to use the inquiry key presented below and follow the instructions listed below the key for access.

a. From the ProjNet home page link: https://www.projnet.org/projnet/ click on Quick Add on the upper right side of the screen.

b. Identify the Agency: This should be marked as USACE.

c. Key: Enter the Inquiry Key listed above.

d. Email: Enter the email address you would like to use for communication.

e. Click Continue. A page will then open saying that a user account was not found, and it will ask you to create one using the provided form.

f. Enter your first name, last name, company, city, state, phone, email, secret question, secret answer, and time zone. Make sure to remember your secret question and answer, as they will be used from this point on to access the ProjNet system.

g. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.

h. Submit questions or review questions and answers. An offeror who submits a question will receive an automated email notification that its question has been received. When an answer is posted to a question, the question and answer are then available for all other offerors to review.

End of Solicitation Inquiry Instructions

This acquisition is for a service based, firm-fixed price contract for a U.S. Army Corps of Engineers facility. The contractor shall provide all work included in the operations required to replace existing 5Kv Switchgear, 480V Switchgear and Transformers at Tensas Cocodrie Pumping Plant. The Contractor shall provide all management, labor, equipment, fuel, transportation, tools, supplies and supervision necessary to replace existing 5Kv Switchgears and 480V Switchgears at Tensas Cocodrie Pumping Plant within the state of Louisiana for the U.S. Army Corp of Engineers, Vicksburg District. Services shall be in accordance with the standards contained in the Statement of Work and Drawings.

This solicitation is for all work and operations required to replace the existing 5kV Switchgear and 480V Switchgear and Transformers at the Tensas Cocodrie Pump Plant. Removal of all existing equipment and replacement with new equipment is required and detailed in the provisions of this solicitation. Refurbishment, rehabilitation, or upgrading of existing equipment or structures will not satisfy the requirements of this contract.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation. See attached Solicitation and attachments for details.

Solicitation No. W912EE19Q0023 is being issued as a Request for Quote (RFQ) with the intent to award one firm-fixed price contract. The solicitation will be competed as 100% Total Small Business Set-aside. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-58. The NAICS code for this procurement is 335313 for Switchgear and Switchboard Apparatus Manufacturing and the size standard is 1,250 employees. This procurement is being conducted in accordance with regulations at FAR Part 12-Acqusition of Commercial Items and Far Part 13.5 Simplified Acquisition Procedures.

The government intends to make one single award for one lump sum. Offers for less than the required items will not be accepted. The Government intends to award without discussions while reserving the right to hold discussions if determined advantageous to the Government. Offerors are encouraged to provide their best proposed pricing in their initial offer.
