• Exceptions: Requests for exceptions to these instructions must be submitted in writing to the Contracting Officer three weeks prior to the bid opening date.

Solicitation / RFP / RFQ

This solicitation seeks proposals for the procurement of two X-ray machines and associated maintenance and repair services for the MWJRCF Main Entrance and West Gate Areas. The government aims to acquire new, compliant X-ray systems and ensure their ongoing operational capability.

• Two X-ray Machines: Must be new, not used or re-manufactured. Must comply with USFDA and Center for Devices and Radiation Health Standards. Specific dimensions are provided (tunnel size no smaller than 23"x15", deployed size no larger than 97"x33"x74"). Equipment must include a flat panel color monitor (min 24"), a keyboard, and a minimum of 256 GB SSD storage. A mobility kit is required for quick relocation.

• Software: System must include software for detecting contraband and threat materials.

• Training: Applicable training for staff on the delivered equipment.

• Technical Support: 24/7 technical support via phone or email, with an on-site field service technician available within three business days.

• Maintenance and Repair Services: Includes replacement parts, annual technical inspections, and ensuring mission capability. Technicians must be qualified, and response times are critical: within 24 hours for issues causing inoperability, and within 48 hours for completing repairs or determining additional time needed.

• Contract Type: Firm Fixed Price is indicated for the initial items and option line items.

• Period of Performance:

  • Base Period (Items 0001 & 0002): June 15, 2026, to June 14, 2027
  • Option Period 1 (Item 1002): June 15, 2027, to June 14, 2028
  • Option Period 2 (Item 2002): June 15, 2028, to June 14, 2029
  • Option Period 3 (Item 3002): June 15, 2029, to June 14, 2030
  • Option Period 4 (Item 4002): June 15, 2030, to June 14, 2031

• Total Contract Duration: Options can extend the contract up to 60 months.

• Offer Due Date: May 15, 2026, at 01:00 PM.

• Proposal Validity: Must be valid for at least ninety (90) calendar days.

• Submission: Proposals must be submitted per price schedule; multiple awards will not be made. Proposals covering less than all items/quantities will be rejected.

• Technical Proposal: A response detailing how the offeror will fulfill PWS requirements is required to demonstrate understanding.

• Past Performance: Offerors must submit past performance for up to three (3) similar awards, including DUNS, Cage Code, and two points of contact per project.

• Pricing: Must include quantity, unit price, extended amount, discounts, and grand total for all CLINs, including options.

• Evaluation: Award will be made to the responsible offeror whose offer is responsive and most advantageous to the Government, considering price and other factors. The evaluation will be based on a Lowest Priced Technically Acceptable (LPTA) basis. Technical proposals will be rated Acceptable/Unacceptable. Past performance will be evaluated for risk. SAM registration will be reviewed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure two new x-ray machines and ensure their ongoing maintenance and repair to enhance facility security and safety at the Midwest Joint Regional Correctional Facility (MWJRCF).

• Provide two new x-ray inspection machines/systems.

• Deliver, install, inspect, and provide training on the new machines.

• Provide maintenance and repair services for the x-ray machines.

• Conduct annual Technical Inspections (TI) for each machine.

• Provide qualified technicians for repairs, responding within 24 hours and completing repairs or determining need for additional time within 48 hours.

• Machines must remain mission capable.

• Repairs must be completed within specified response and completion times.

• Contractor must meet all salient characteristics for the x-ray machines.

• Period of Performance: One Base Year of 12 months and four 12-month option years.

• Place of Performance: Midwest Joint Regional Correctional Facility (MWJRCF).

• Contractor personnel require favorable background investigations for access.

• Compliance with security requirements, including physical security, AT Level I training, and OPSEC training.

• Adherence to specific rules and restrictions for access to the USDB and MWJRCF facilities, including PREA and safety regulations.

• Contractor must provide employee ID badges and comply with rules regarding contraband and conduct within the facilities.
