Statement of Work (SOW) / Performance Work Statement (PWS)

To provide recurring maintenance and inspections for air compressors at Fairchild Air Force Base to ensure continuous and safe operation.

• Perform annual MAJOR inspections, annual MINOR inspections, and bi-annual (every 6 months) inspections for specified air compressors and air dryers.

• MAJOR INSPECTION includes replacing oil and filters, inspecting drive belts, CCVV inspection/rebuilding, and full inspection/lubrication/testing.

• MINOR INSPECTION includes replacing oil and air filters, and full inspection/lubrication/testing.

• BI-ANNUAL INSPECTION includes replacing air filters, and full inspection/lubrication/testing.

• The contract covers equipment located in Hangar 2050, Hangar 1007, Hangar 1019, and Hangar 1009.

• Additional Services for work exceeding $400.00 per unit or outside routine inspections will be handled separately, with a 30-day troubleshooting period.

• Work must be performed in accordance with standard commercial practices, manufacturer's specifications, and relevant AFOSH and federal, state, and local regulations.

• Repairs exceeding $400.00 require a written estimate including itemized labor, parts, and materials.

• Period of Performance: 5-year contract (base year plus 4 option years).

• Place of Performance: Four separate maintenance facilities: Hangar 2050, Hangar 1007, Hangar 1019, and Hangar 1009.

• Personnel must comply with Fairchild Air Force Base security regulations, pass a background check, and provide personal information for installation access.

• Work hours are typically 0700-1530 Monday-Friday, excluding Federal Holidays, but can be adjusted with Contracting Officer approval.

• No Government Furnished Equipment or facilities will be provided.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for Air Compressor Maintenance services. The acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 811310.

• The solicitation requires Air Compressor Maintenance services.

• Specific details regarding supplies/services are to be inspected/accepted at Destination by Government.

• The contract CLIN structure is detailed in Attachment 2 – Pricing List and Workload Data.

• The contract will be Firm Fixed Priced.

• The period of performance includes a base period and four option years. The total duration, including options, shall not exceed 5 years.

• The government reserves the right to award to other than the lowest priced quote, considering price and past performance.

• Quotes are due by 1 May 2026, 10:00 AM PT.

• Electronic versions of all documents are required for mailed or hand-delivered quotes.

• The evaluation will be a Subjective Trade-off, where Past Performance is approximately equal to Price.

• Evaluation steps involve reviewing quotes for compliance, ranking by Total Evaluated Price (TEP), evaluating past performance, and potentially conducting discussions if deemed necessary.

• This acquisition is a 100% set-aside for Small Business concerns.

• All prospective offerors must be registered and active in the System for Award Management (SAM) at www.sam.gov.

• A site visit will not be conducted.
