Submission & Evaluation
This is a two-step submission process:
- Abstract Submission: Mandatory first step. Abstracts must be submitted on a rolling basis via DARPA's Broad Agency Announcement Tool (BAAT) website. The final deadline for abstracts is April 23, 2027, at 4:00 p.m. ET. Abstracts must adhere to specific formatting and content requirements (max 6 pages, excluding cover sheet/ROM cost) as detailed in Attachment B. They will be evaluated on Technical Concept and Understanding, and Potential to Achieve Proposed Goals.
- Full Proposal Submission: Only invited proposers, following abstract review, will be permitted to submit full proposals. The invitation will specify required content, scope, and deliverables. Full proposals will be evaluated on Overall Scientific and Technical Merit, Potential Contribution and Relevance to DARPA Mission, and Budget and Price. Proposers must disclose the use of AI tools in proposal preparation. A valid CAGE code is mandatory for submission.
