This document is a combined synopsis and solicitation (RFQ) for commercial products/services. It serves as the only solicitation, and a separate written solicitation will not be issued. The government is procuring services related to an oven/building power upgrade.

• The primary deliverable is detailed in the attached Performance Work Statement (PWS) for "Oven/building power upgrade".

• The solicitation incorporates provisions and clauses by reference, accessible at www.acquisition.gov.

• The government intends to award a Firm Fixed-Price Contract.

• Delivery is required no later than 30 days after the date of contract (ADC).

• Payment terms are NET 30.

• FOB Destination.

• Quotes/Offers are due by 10:00 AM Local time (MST) on June 5, 2026.

• The Date Issued is May 27, 2026.

• Offers must be submitted via email to the Contracting Officer (Lucas Gross) and Contracting Specialist (Cole Palmer) listed on page 1.

• Subject line must clearly identify RFQ# FA489726QC055.

• Submissions, including technical proposals, shall not exceed 10 pages.

• Quotes should contain the contractor's best terms from a price and technical standpoint.

• Evaluation factors include: Technical Capability, Price, and Past Performance. These will be evaluated on a pass/fail basis.

• Award will be made to the offeror representing the best value to the Government, considering technical capability, price, and past performance.

• Questions regarding the RFQ must be emailed by 10:00 AM MST on May 26, 2026.

• This is a 100% Total Small Business Set-aside.

• Past performance exceeding 3 years will not be evaluated.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for removing old wiring and installing new wiring and breakers for use at Mountain Home AFB, Idaho.

• Provide all necessary personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, and shipping & delivery.

• Remove old wiring and install new wiring and breakers.

• Run two (2) 100 amp 2 phase 480 volt circuits from existing gear B1225B.

• Utilize a new breaker in spare space and the existing breaker marked PTY Suppression System.

• Run circuits in EMT behind the desk area via a man lift on the exterior wall.

• Test all circuits.

• Leave the disconnect off for equipment supplier to start up and test equipment.

• Work must be accomplished in accordance with this PWS, applicable federal, state, and local laws, regulations, manufacturer's specifications, and commercial practices.

• Contractor shall employ a commercial quality control program to ensure services meet contract requirements.

• Government may use quality assurance methods to determine compliance.

• Non-conforming work must be re-performed at no additional cost to the government.

• Work to be performed at Mountain Home AFB, Idaho.

• Contractor shall be available Monday through Friday, 7:00 am to 4:30 pm (MST).

• Weekends and federal holidays are not counted as business days.

• Contractor must comply with all applicable OSHA, federal, state, and local laws and regulations.

• Contractor must obtain necessary base identification and vehicle passes for all employees.

• Contractor personnel must present a neat appearance and be easily identified.

• Contractor must not employ individuals identified as a threat to health, safety, security, or the operational mission of the installation.

• Contractor must comply with security, OPSEC, and antiterrorism requirements, including obtaining security clearances/background checks and completing AT Level I training.

• Contractor must comply with environmental regulations, including HAZMAT handling, spill notification, and hazardous waste disposal.

• Contractor must comply with historic preservation requirements.

• Contractor must manage records in accordance with Air Force regulations.

• Contractor must ensure all personnel are aware of and comply with foreign disclosure procedures.

• Contractor must comply with controlled unclassified information (CUI) requirements.

• Contractor must comply with base access and identification procedures, including SF Form 30 for base access.

• Contractor must not possess weapons, firearms, or ammunition on installations.

• Contractor must comply with base traffic laws.

• Contractor must provide a warranty/troubleshooting/assistance, or a standard commercial/manufacturer warranty.

Wage Determination

This document is a revision (Revision No. 28) of Wage Determination No. 2015-5513, issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes the minimum wage rates and fringe benefits required for various occupations performing work in the Idaho counties of Adams, Elmore, Payette, Valley, and Washington under the Service Contract Act.

• Applicability: This wage determination applies to service contracts covered by the Service Contract Act.

  • Paid Sick Leave (EO 13706): $5.09 per hour (up to 40 hours/week) or $203.60 per week, applicable to contracts covered by this Executive Order.
  • Vacation: 2 weeks after 1 year of service, 3 weeks after 5 years, and 4 weeks after 15 years.
  • Holidays: A minimum of eleven paid holidays per year.
