Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for general electrical repairs at six (6) National Parks within the state of Alaska. The objective is to address deficiencies identified during a previous building inspection.

• Perform initial site visits and facility walk-throughs to familiarize with the work and field verify dimensions.

• Address electrical deficiencies listed in Attachment 1 - Park Electrical Repairs.

• Bring any discrepancies between contract specifications and field conditions, or additional electrical code-related issues, to the attention of the Contracting Officer before proceeding.

• Provide adequate supervision and quality control.

• All work must be performed or directly supervised by an individual holding an Electrical Administrator's License issued by the State of Alaska.

• Period of Performance is estimated from 7/20/2026 to 8/19/2027.

• Work will be performed at six (6) National Parks in Alaska.

• Codes and Standards: Compliance with the latest adopted editions of the National Electrical Code (NEC), applicable NFPA Codes, OSHA Regulations, National Electrical Installation Standards (NEIS), and all applicable Federal, State, and Local laws and regulations.

• Materials: All materials and equipment must be new, from reputable manufacturers, and listed/labeled by an approved national testing laboratory. Grounding conductors and bonding jumpers must be copper and sized according to NEC. Ferrous metal must be hot-dip galvanized, painted, or cadmium plated. Enclosures and equipment exposed to weather must be weathertight and NEMA rated.

• Workmanship: Materials shall be installed in a neat, orderly, and secure fashion.

• Service Interruptions: Work shall be performed on de-energized circuits. At least 2 days advance notice is required for service interruptions, with shut downs kept to a minimum.

• Existing Utilities: Contractor is responsible for locating and preventing damage to known utilities. Repair of damaged utilities will be at the contractor's expense.

• Existing Features: Repair of any cut, penetrated, or altered building surfaces must be performed by skilled trades at no additional cost to the National Park Service.

• Protection and Cleaning: Clean equipment to factory condition. Use touch-up paint where required. Cleaning must follow manufacturer's recommendations.

• Removal of Existing Electrical Work: Abandoned wiring must be removed to its source of supply. Openings must be capped and closed. Removed items become the property of the contractor for recycling.

• On-Site Work Hours: Generally 8 a.m. to 5 p.m., Monday through Friday. Weekend and Holiday hours require prior approval.

• Hazard Control: Take precautions to prevent fire. Do not store flammable/combustible liquids within 50 feet of a structure. Provide ventilation for volatile substances.

• Nonsmoking: Smoking is prohibited within buildings or within 50 feet of entrances, operable windows, or outdoor air intakes.

• Public Use of Site: Operations must ensure minimal inconvenience to the public.

• Telephone: Cellular service may be unreliable in some park areas.

• Pre-performance Conference: Evidence of liability insurance and workman's compensation (within 10 days of Notice of Award). Project Superintendent letter, Project Schedule, Accident Prevention Plan, list of Subcontractors, subcontractor statements (SF1413), and Quality Control Plan (at least one week prior to conference).

• Shop Drawings, Product Data, and Samples: Submit cut-sheets at least one week in advance of proposed items.

• Weekly Work Progress Reports: Include repairs completed, organized by building with pictures, submitted electronically to the COR in PDF format.

• Project Closeout: Cleaning, Substantial Completion certification, request for final inspection, and correction of deficiencies.

None.

Contractor shall provide all tools and equipment.

Base Item and Option Items (1-5) for specific park locations (KLGO, LACL, WEAR, BELA, GAAR, WRST), all based on Attachment 1 - Park Electrical Repairs, Fixed Price/Lump Sum.
