• Proposal Submission (Section L 2.0): Prime offerors do not need to create teaming requests for subcontractors in the SeaPort portal if proposals are submitted via the PIEE Solicitation Module.
• CUI Handling (Section L 7.0): The PIEE Solicitation Module is capable of receiving CUI. Offerors should mark CUI appropriately and follow any specific labeling or attachment instructions.
• Section B Fill-ins (Section L 11): Offerors should not enter information in SeaPort NxG for Section B fill-ins. These should only be submitted in Volume IV via the PIEE Solicitation Module. An amendment will be issued to correct this.
• Facility Clearance (Section L vi & DD Form 254): The Facility Clearance Level is Top Secret, and safeguarding of classified information at the contractor facility is required at the Secret level. The PWS and Section L will be corrected via amendment to reflect Top Secret.
• Evaluation Statement (Section M): A clarification regarding the relative importance of evaluation sub-factors (Sub-Factor 1.1 > Sub-Factor 1.2, and Sub-Factors 1.2 & 1.3 equally when taken together are significantly more important than Sub-Factor 1.3) will be revised via amendment.
• Major Subcontractor Definition (Section L): The definition of a major subcontractor (performing at least $3M of the total proposed price, excluding ODCs and profit/fee) will not be revised to include profit/fee.
