N0016423GJN16 –SOLE SOURCE –30MM AUTOMATIC GUNS IN VARYING CONFIGURATIONS, ASSOCIATED SPARE PARTS, SPECIAL TOOLING/EQUIPMENT, AND ENGINEERING SERVICES CEILING INCREASE AND PERIOD OF PERFORMANCE EXTENSION— – PSC – 1005 – NAICS 332994

ITEM DESCRIPTION: Naval Surface Warfare Center, Crane Division, Crane, IN intends to increase the ceiling for basic ordering agreement (BOA) N0016423GJN16 from $79,000,000 by $71,000,000 to $150,000,000. Additionally, the period of performance (PoP) will be extended from an end date of 29 June 2027 to 29 June 2028. BOA N0016423GJN16 is a sole-source BOA for the procurement of 30mm chain-fed automatic guns in varying configurations with associated spare parts and special tools, and 30mm gun specific engineering services, to NORTHROP GRUMMAN SYSTEMS CORPORATION. The anticipated award date is 28 January 2027.

The Government intends to increase this BOA ceiling and PoP with only one source, NORTHROP GRUMMAN SYSTEMS CORPORATION (CAGE CODE: 8K4J7) under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This action is being sole sourced because NORTHROP GRUMMAN SYSTEMS CORPORATION is the only known source which has the capability to produce the 30mm guns needed. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the 30mm automatic chain-driven gun remains proprietary to NORTHROP GRUMMAN SYSTEMS CORPORATION making NORTHROP GRUMMAN SYSTEMS CORPORATION the only source for design related engineering support.

All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or not.
