Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a venue and supporting services for a three-day, two-night Marriage Enrichment Retreat (MER) for military couples, aimed at enhancing relationships and providing practical skills within the unique military lifestyle. The retreat requires a quiet, private, and secure environment conducive to reflection and personal interaction.

• Provide a suitable facility (resort, hotel, boutique hotel, or inn) in the Chicago and Wisconsin area.

• Offer one (1) three-day, two-night MER for approximately 43 participants (20 couples and 3 staff).

• Secure and confirm facility reservations at least 30 business days prior to the scheduled arrival.

• Provide a training/conference room for at least 43 participants, a private dining room for at least 43 participants, and two large rooms for training and meals/activities.

• Equip the training room with tables, chairs, projection screen, podium, power strip, and sound system.

• Equip the meal/activity room with round tables seating 6-8 persons.

• Ensure on-site staff are available 24 hours a day for customer service and issue resolution.

• Provide recreational amenities (swimming pool, hot tub, spa, or fitness center).

• Offer an on-site full-service restaurant for buffet-style meals.

• Provide 23 guest rooms, each with one queen or king bed.

• Ensure all guest rooms are accessible via indoor hallways and maintain security measures.

• Comply with ADA and the Hotel and Motel Fire Safety Act.

• Provide free parking for participants and staff.

• Coordinate with the Government on participant lists and special dietary needs.

• Provide a Banquet Event Order (BEO) for approval.

• Facility must reflect a high standard of quality, hospitality, and cleanliness.

• Attentive service and proper maintenance are required.

• Absence of mold, mildew, or insect infestation.

• Guest rooms must be equipped with specific amenities (bed, furniture, blackout curtains, closet, ironing board, iron, hair dryer, toiletries, TV, land-line phone).

• Complimentary Wi-Fi access is required.

• ADA-compliant elevator required for facilities exceeding two stories.

• Ice machines must be accessible.

• Primary Target Date: March 6-8, 2026

• Alternate Target Date: February 13-15, 2026

• Location: Chicago and Wisconsin area.

• Food and beverage services as specified, including buffet meals, snack services, and beverage service.

• Date Night meal voucher for a 4- or 5-star restaurant (not a hotel bar or lounge) on or adjacent to the property, covering tax and gratuity (excluding alcohol).

• Accommodate special dietary requirements (vegetarian, vegan, gluten-free, non-pork).

• Subcontracting is prohibited without express prior written consent of the Contracting Officer.

• Invoicing and payment via DFAS Electronic Funds Transfer (EFT) through the Wide Area Work Flow (WAWF) System.
