Sources Sought Notice

This notice is a market research tool to determine the availability and adequacy of potential small business sources for Architect-Engineer (A-E) Multi-Discipline Engineering services for Mechanical, Electrical, and Plumbing (MEP) projects. The government is seeking information to decide on the acquisition approach, potentially including a set-aside.

The anticipated IDIQ contract will cover a wide variety of new, repair, replacement, upgrade, maintenance, and energy-saving projects. Services include:

• Planning (programming, cost estimation, alternatives analysis)
• Facility analysis (condition assessment, energy studies, life safety, hazardous materials)
• Site investigations (geotechnical, utility, environmental)
• Design services (design-build and design-bid-build packages, cost estimates)
• Mechanical design (energy supply, heating/cooling systems, distribution, terminal units, controls, testing/balancing)
• Construction services (submittal reviews, field consultation, inspections, eOMSI, permits, as-builts)

Firms must use specific software for estimating (MCACES MII), specifications (SPECSINTACT), design-build RFPs (NAVFAC Design Build Masters), and drawings (AutoCAD/Revit). Asbestos, lead-based paint, PCB, and hazardous material assessments will be required.

• Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ)

• Experience must include acting as Designer of Record (DOR) for new construction, renovation, design-build, and design-bid-build projects.

• Subcontractor experience will not be considered.

• A company profile using the attached Contractor Information Form is also required.

• Service-disabled Veteran-owned small businesses, certified HUB-Zone small businesses, and certified 8(a) small businesses are encouraged to respond.

• The government will determine if a set-aside is in the government's best interest based on responses.
