Quick Summary

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office has issued an Intent to Sole Source for a four-day training program for Propelled Modular Transporter (SPMT) operators. The contract is intended for TRANSPORT PRODUCTS & SERVICE ENTERPRISES, INC. (TPSE), who is the exclusive U.S. authorized trainer for SCHEUERLE, the Original Equipment Manufacturer (OEM). Interested parties capable of providing this specialized training are encouraged to submit their capabilities. Responses are due April 27, 2006.

Scope of Work

The requirement is for a 4-day initial training course for SPMT operators. The training aims to license 8 employees on TII Scheuerle SPMTs, addressing increased demand and maintaining critical path work. The curriculum must be based on SPMT OEM guidance and U.S. industry standards. Training will include both classroom instruction and operational testing on a mobile test pad at a specified location. The vendor must be a U.S. authorized trainer by TII Scheuerle, provide their own PPE, and supply all SPMT manufacturer-related training materials.

Contract & Timeline

  • Type: Intent to Sole Source (Firm Fixed Service Contract)
  • Period of Performance: Approximately May 18, 2026, through May 22, 2026.
  • Set-Aside: None (Sole Source).
  • Response Due: April 27, 2006.
  • Published: April 21, 2026.

Justification for Sole Source

TRANSPORT PRODUCTS & SERVICE ENTERPRISES, INC. (TPSE) is considered the only reasonable source because of the unique design and control systems specific to SCHEUERLE SPMT equipment. SCHEUERLE, the OEM, has designated TPSE as its authorized trainer for the United States. TPSE is also the exclusive distributor of SCHEUERLE in the U.S. and possesses personnel with the specialized training and skills necessary to conduct initial operator training on SCHEUERLE SPMTs, as confirmed by TII (SCHEUERLE).

Response Instructions

Interested parties must submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements. Submissions should be by email only to Purchasing Agent Patrick Scott (patrick.j.scott.civ@us.navy.mil) and Contracting Officer Jacqueline Edgerton (jacqueline.f.edgerton.civ@us.navy.mil). The email subject line must state: "RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A26Q1312". The Government will consider responses to determine if a competitive procurement is feasible.
