Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personnel service contract for major overhaul maintenance on a Caterpillar 3408B POWER GENERATION Diesel Engine (S/N 78Z05911), which has reached its recommended threshold for a Major Overhaul. The engine was removed from an Amclyde Crane stationed at Puget Sound Naval Shipyard.

• Perform repairs, open, inspect, refurbish, and/or replace components on the Caterpillar 3408B Power Generation Diesel Engine to ensure it functions as intended.

• Repairs must be performed by a Certified OEM engine repair facility, specifically certified for "power generation" diesel generator sets.

• Use ONLY Genuine OEM parts.

• Service personnel should be ASE certified diesel mechanics with experience on T2-diesel engines and the 3408B model.

• Tasks include disassembly, inspection, cleaning, and rebuilding the engine by replacing specified parts (e.g., cylinder heads, turbo cartridges, fuel injectors, water pumps, gaskets, seals, O-rings) and any additional parts needed to achieve the desired outcome.

• Perform initial inspection, including disassembly and visual inspection of all components.

• Submit findings and recommendations for repairs beyond the authorized list, with a price quote and lead time, to Puget Sound Naval Shipyard (PSNS).

• Do not repair additional items without written approval from the Contracting Officer (KO).

• After repairs, perform initial break-in, engine dyno testing (recording HP and Torque), and test/report on the condition of safety devices.

• The contractor must provide 100% compliance with the Caterpillar Engine Manual SENR7377.

• Any problems or questions encountered must be addressed within 24 hours (1 business day).

• Provide a complete final Condition Report assessment.

• Period of Performance: 10 weeks, beginning on or after the period of performance, including shipping receiving/delivery or physical pickup/delivery of the diesel to and from PSNS.

• Place of Performance: Contractor's repair facility.

• Pickup and Delivery: Puget Sound Naval Shipyard is responsible for shipping the diesel to the awarded vendor's location. The contractor is responsible for returning the diesel to Puget Sound Naval Shipyard.

• The contractor shall be responsible for safeguarding all government equipment, information, and property.

• The contractor must have the ability to test the unit fully.

• The contractor must maintain close liaison and good communication with the government.

• All seals and gaskets will be replaced with new, and all hardware torqued to CAT specifications.

• Valves and fuel system timed and adjusted to CAT guidelines.

• Deliverables include: Condition found report, Unexpected Findings Report, Fuel pump test report, Final Engine Dyno Performance Test Results, Report on components replaced, and Any Applicable Engine Settings report, all submitted to the COR in PDF format.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items to procure the overhaul of a 3408 Caterpillar Engine. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, WA, is requesting quotes for this service. This acquisition is not a set-aside for small business concerns.

• CLIN 0001: Disassembly and Inspection of a 3408 Caterpillar Engine per PWS Section 5.2.1.

• CLIN 0002 (Option): Perform minimum repair actions, cleaning, and testing per PWS Section 5.2.2.

• CLIN 0003 (Option): Delivery services, including shipping the engine to the vendor if located more than 100 miles from PSNS, and return shipment to PSNS. If the vendor is within 100 miles, PSNS will handle delivery and pickup.

• CLIN 0004: Contract Data Requirements List (CDRLs) - Not Separately Priced.

• The core requirement is a major overhaul maintenance service for one (1) Caterpillar 3408B Power Generation Diesel Engine, as detailed in the attached Performance Work Statement (PWS). The service must be CAT OEM Certified.

• Contract Type: Firm Fixed Price Commercial Service.

• Period of Performance: 10 weeks from Award Date.

• Place of Performance: Contractor Facility.
