Quick Summary
The Department of the Navy has published a Justification and Approval (J&A) for a HUBZone sole source award to GTA Containers, LLC. This action is for a Firm Fixed Price (FFP) Blanket Purchasing Agreement (BPA) covering three critical hardware components over a five-year period for the Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Panama City Division (NSWC PCD).
Scope of Work
This procurement is for the acquisition of specific hardware components essential for the Fuel & Water (F&W) team at MARCORSYSCOM (MCSC), supporting fielded Expeditionary Fuel Distribution Systems (EFDS). The components are specially designed and modified for this purpose and include:
- 2-Inch Flow Meter (NSN: 6680-01-534-0892, GTA P/N: 573002)
- 4-Inch Flow Meter (NSN: 6680-01-534-0890, GTA P/N: 573003)
- H-Manifold (GTA P/N: GTA-EFDS-HV2)
Contract & Timeline
- Contract Type: Firm Fixed Price (FFP) Blanket Purchasing Agreement (BPA)
- Period of Performance: Five years, comprising a base ordering period and four additional option ordering periods.
- Set-Aside: HUBZone Sole Source
- Awardee: GTA Containers, LLC
- Funding: Fiscal years 2026 – 2031 Other Procurement, Navy (OPN) funds.
- Published: June 12, 2026
Justification & Rationale
The sole source procurement is justified under 10 U.S.C. 3204(a)(5) FAR 6.302-5(b)(5) due to GTA Containers, LLC being the designer and Original Equipment Manufacturer (OEM) of the H-manifold and flowmeters. Developing and approving commercially modified replacements would cause significant delays (estimated 12 months), negatively impacting mission and maintenance timelines. A sources sought notice was published, and only GTA Containers, LLC responded. The government determined that competition would not yield significant savings, and the anticipated prices are fair and reasonable. NSWC PCD has no current plans to compete future contracts for these items.

This document serves as a justification for a sole source procurement and is not a solicitation for proposals.
