As of 10 March 2022, The Naval Surface Warfare Center Philadelphia Division (NSWCPD) (Government) negotiated and awarded a sole source contract N6449822D4005 to L3 Technologies, Inc. (L3) (CAGE: 28199).  Said contract requires provision of Design Agent Engineering and Services for CVN, DDG, LSD, LPD, LHD, LHA, and LCS ship class Steering Control and Navigation Control Systems and Machinery Control Systems.  This procurement action was conducted in accordance with the procedures of FAR Part 15.  Additionally, this contract was awarded on a sole source basis pursuant to the authority of 10 USC 2304(c)(1), as L3 is the only responsible source capable of fulfilling the US Navy's requirement for the specified services.  See justification for other than full and open competition (J&A No. 0222-20-312-00) attached to related notice "20-DR-015" for complete details.

As of 4 December 2025, the Government has determined that it is in the Government's best interest to execute a no additional cost modification, to the subject contract, to extend the ordering period end date, approximately 36 months, from 10 March 2027 to 10 February 2030; and to extend the period of performance available under CLINs 0001 through 0005 to an end date of 10 March 2030. This modification will not increase the value of the current contract.  This modification will facilitate continued execution of onging services and will allow for continued ordering of effort already within the scope of the contract. The conditions described in the original justification are still present and factual.
