Scope of Work
The contractor will provide comprehensive C5I support for USCG shipboard systems. Key services include:
- HF System Support: Inspecting, troubleshooting, operating, and verifying AN/SRC-67A (HFTS) and/or 1S6G38 (HFRS)(V) equipment.
- Sea Commander System Support: Providing training for crew members and special assistance teams.
- MUOS System Engineering Support: Delivering MUOS capabilities, including Pre-Installation Check Out (PICO) testing, installation, and System Operations and Verification Testing (SOVT) on ashore and afloat platforms.
- System Engineering Life Cycle (SELC) Support: Applying the SELC framework for advanced High Frequency radio systems. The work will be performed in Hanahan, SC, and other locations as required.
Contract Details
- Contract Type: Cost-Plus Fixed-Fee (CPFF), Level of Effort (LOE) Task Order.
- Estimated Value: $250,000,000.00.
- Period of Performance: Up to five years, with a maximum period from May 8, 2026, to May 7, 2031.
- Set-Aside: 8(a) Set-Aside, limited to SeaPort NxG MAC Holders.
- Security Requirements: Requires a TOP SECRET facility security clearance and personnel with SCI eligibility. NIST SP 800-171 DoD Assessment Requirements (252.204-7019) are applicable.
Submission & Evaluation
Proposals are due by April 30, 2026, at 5:00 PM ET and must be submitted electronically via the PIEE SOL portal.
- Evaluation Basis: "Highest Technically Rated Offer with Reasonable Price" (HTRO-RP).
- Technical Understanding (Factor A): Evaluated based on response to PWS requirements, rated adjectivally (Outstanding, Good, Acceptable, Marginal, Unacceptable).
- Cost/Price (Factor B): Evaluated for fairness and reasonableness. No tradeoff between non-cost factors and cost/price.
- Required Attachments: Bidders must utilize provided pricing models (Prime and Subcontractor), adhere to Contract Data Requirements List (CDRLs), and consider wage determinations for Charleston, SC, and Norfolk, VA/NC areas.
- PWS Access: The Performance Work Statement (PWS) contains Controlled Unclassified Information (CUI) and requires a signed Non-Disclosure Agreement (NDA) for access.
