Scope of Work
This opportunity requires support for the United States Coast Guard (USCG) Shipboard C5I systems. Key services include HF System Support, Sea Commander System Support, MUOS System Engineering Support, and System Engineering Life Cycle (SELC) Support. Specific tasks involve inspecting, troubleshooting, operating, and verifying AN/SRC-67A (HFTS) and/or 1S6G38 (HFRS)(V) equipment, providing crew training, and delivering MUOS capabilities including Pre-Installation Check Out (PICO) testing, installation, and System Operations and Verification Testing (SOVT) on ashore and afloat platforms.

- Contract Type: Cost-Plus Fixed-Fee (CPFF), Level of Effort (LOE) Task Order

- Period of Performance: Up to five years, with a maximum period identified from May 8, 2026, to May 7, 2031.
- Set-Aside: 8(a) Set-Aside, limited to SeaPort-NxG MAC Holders only.
- Place of Performance: Primarily Hanahan, SC, and potentially other locations as required.
Key Requirements & Deliverables
- PWS Access: The Performance Work Statement (PWS) contains Controlled Unclassified Information (CUI) and requires Offerors to download, complete, and submit a signed Non-Disclosure Agreement (NDA) for each individual needing access.
- Security Clearances: A TOP SECRET facility clearance is required, and personnel must have SCI eligibility for certain aspects of the work, as detailed in the DD Form 254.
- Pricing Models: Bidders must utilize provided Excel spreadsheet templates for both prime and subcontractor pricing models, detailing labor, indirect costs, and other direct costs.
- Wage Determinations: Review Wage Determinations for Charleston, SC, and Norfolk, VA, to accurately estimate labor costs.
- CDRLs: A comprehensive Contract Data Requirements List (CDRL) specifies various deliverables, including Scientific and Technical Reports, Program Management Plan, Cyber Security Workforce (CSWF) Report, and Quality Management System (QMS) documentation.
Submission & Evaluation
- Submission Method: Proposals must be submitted electronically via the PIEE SOL portal. SeaPort MAC holders need to register for PIEE accounts.
- Evaluation Basis: "Highest Technically Rated Offer with Reasonable Price" (HTRO-RP).
- Evaluation Factors: Technical Understanding (Factor A) will be rated adjectivally (Outstanding, Good, Acceptable, Marginal, Unacceptable) based on response to PWS requirements. Cost/Price (Factor B) will be evaluated for fairness and reasonableness. There will be no tradeoff between non-cost factors and cost/price.
