N66001-26-Q-6004 Notice of Intent to Sole Source to New Jersey Institute of Technology (CAGE 4B854)The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with NJIT. The requirement is for the purchase of the following:Mathematician III (400 Hours): Design the direction of the algorithm to achieve the desired outcome, review the results as they are provided by the team and make adjustments to the design.Mathematician II (1,000 hours): Develop and test the machine learning algorithms.The above items include NJIT?s commercially available support of specific emitter identification (SEI) for 5G device authentication. NJIT is the only capable source who can provide the required services.A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 541715 and the business size standard is 1,000 employees.
