Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for laundry and dry-cleaning services to be provided to the 52nd Force Support Squadron at Spangdahlem Air Base.

• Provide comprehensive laundry and dry-cleaning services, including pick-up and delivery.

• Services must adhere to German Industrial Standards: "Gütezeichen RAL-GZ 992/1 German Industrial Standard for Haushalts- und Objektwaesche" and "Gütezeichen RAL-GZ 992/3 Wäsche aus Lebensmittelbetrieben".

• Items include, but are not limited to, sheets, pillowcases, blankets, towels, and uniforms.

• Non-reimbursable repairs for items such as rips, tears, open seams, and broken zippers are required.

• Contractor must inform Quality Assurance (QA) personnel of any items requiring extended turn-around time.

• Turn-around Time: 24 hours or one (1) working day, excluding pick-up day.

• Cleanliness: Must meet specified German Industrial Standards.

• Packaging: Items to be bundled, folded, and wrapped with clear plastic film as per Appendix B.

• Late Pick-ups/Deliveries: No more than two (2) late pick-up/deliveries per month.

• Processing: 100% of serviced items must meet the German Industrial Standard for laundry processing.

• Repairs: Non-reimbursable repairs are required at no additional cost to the government.

• Unsatisfactory Performance: Unsatisfactorily laundered items must be re-cleaned and returned within 48 hours. Re-performance of more than 20 pieces per month may result in deductions.

• Quantities: 98% of delivered quantity must equal the quantity picked up.

• Services are to be performed at Spangdahlem Air Base.

• Pick-up and delivery are scheduled Monday through Friday, 0800 to 1200, on normal business days, excluding recognized German holidays.

• Limited service is required on recognized American holidays and Wing down days.

• Quality Control: Contractor must develop and maintain a quality program.

• Security: Contractor personnel require specific passes and identification items for base access.

• Contractor Personnel: Designated contract manager and alternate must be proficient in English.

• Certifications: Contractor is responsible for obtaining all necessary certifications, licenses, and permits.

• Contractor Furnished Items: Contractor must provide linen carts and bags in sufficient quantities.

• Appendices: Includes Authorized Users and Delivery Schedules (Appendix A), Estimated Workload Data (Appendix B), and Performance of Services During Crisis (Appendix C).
