Quick Summary

The Department of the Army, W2SN ENDIST JAPAN, has issued a Solicitation (NAFQJ3-26-B-0002) for the construction of a Nonappropriated Funds (NAF) Outdoor Recreation/Equipment Rental Center at Kadena Air Base, Okinawa, Japan. This project requires the construction of a 1,040 square meter facility to support outdoor recreation, equipment rental, and information office functions. Bids are due by July 8, 2026, at 1400 JST.

Scope of Work

The project involves constructing a 1,040 square meter facility that will include classrooms, a retail/rental area, office spaces, equipment storage and maintenance areas, and multi-purpose space. The scope also covers essential support facilities such as utilities, site preparation, pavements, site improvements, communications infrastructure, a drop-off canopy, passive force protection measures, and pavement demolition. The facility will be a single-story concrete structure, integrating sustainable principles and life cycle cost-effective practices, with public spaces designed to meet ABA Accessibility Standards. Specific construction details include a concrete structural system, fluid-applied roofing, acoustical tile and gypsum board interior ceilings, and various flooring types. The equipment warehouse will be ventilated, while conditioned spaces will utilize a DOAS system. A passive radon system below the floor slab, fire pump, and sprinklers are also required, along with trenching for a new water line and installation of three new fire hydrants. A Ground Penetrating Radar (GPR) survey is necessary due to UXO and existing utilities.
