This Request for Quotes (RFQ) is for the procurement of pest control services for Beale Air Force Base, CA. The government intends to award a single Blanket Purchase Agreement (BPA) for these services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for pest control services at Beale Air Force Base, California, to support various facilities managed by the 9th Force Support Squadron (9 FSS).

• Provide routine pest management treatments, emergency pest control response, termite inspection and treatment, bed bug elimination, and specialized pest management for wasps, bees, rodents, and wildlife exclusion.

• Services will cover a range of facilities including lodging complexes, recreational facilities, food service areas, childcare facilities, family support buildings, administrative structures, and outdoor areas.

• Specific facility details, service types, quantities, schedules, and delivery requirements will be defined in individual call orders issued under the Blanket Purchase Agreement (BPA).

• PO-1 (Effective Pest Management): 95% of routine services must result in effective pest control with no recurring infestations within 30 days. Unacceptable conditions must be corrected at no extra cost within the specified timeframe.

• PO-2 (Timely Emergency Response): 95% of emergency and specialized service requests must be responded to and resolved within the timeframes specified in individual call orders.

• PO-3 (Compliance & Certification): 100% of required licenses, certifications, and insurance must be current and valid.

• PO-4 (Safety & Security): 100% compliance with Beale AFB security and safety regulations, timely submission of Entry Access Listings (EAL), and 100% of accidents reported within 24 hours. No EPA or OSHA violations.

• PO-5 (Professionalism & Coordination): 100% of personnel must be professional, uniformed, and identified. 95% of services must be coordinated with facility managers to minimize disruption.

• Services will be performed at 9 FSS facilities, Beale Air Force Base, California.

• Specific locations, building numbers, and service areas will be detailed in individual call orders.

• Contractor must possess a valid California Structural Pest Control Business License, current liability insurance, and workers' compensation insurance.

• Personnel must have valid California pest control licenses, be uniformed, and properly identified.

• Compliance with federal and California pesticide regulations, EPA safety standards, and OSHA requirements is mandatory.

• Contractor must maintain capacity for EPA-compliant pesticide storage, application, and disposal.

• Safety Data Sheet submission and approval processes are required.

• Base access through the Entry Access Listing (EAL) process is required, with submission within 10 business days of BPA award.

• Contractor must comply with all Beale AFB traffic, safety, and security regulations, including personnel and vehicle searches.

Blanket Purchase Agreement (BPA) Terms and Conditions
