Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to mitigate air infiltration issues through the tower chases, door seals, and unused building openings at the National Agricultural Library (NAL) in Beltsville, MD, according to provided design documents.

• Address air infiltration issues in specific building areas.

• Include all services, field labor, equipment (cranes, rigging, digging), materials, testing, and personal protective equipment.

• No government equipment or services will be provided.

• The facility will remain occupied and operational during construction.

• Contractor must verify all dimensions and site conditions prior to work.

• Contractor is responsible for protecting their work and ensuring the safety of their crew and government employees.

• Daily removal and weekly disposal of construction-related materials from work areas.

• Minimize impact on daily facility operations.

• Provide daily reports to COR/LM and weekly status updates to EPM/COR.

• A superintendent must be on-site when crews are working.

• Contractor must provide their own restroom facilities.

• All work must comply with applicable building codes, ordinances, and laws, with the most restrictive requirement prevailing in case of conflict.

• Determine debris disposal methods and container usage.

• Protect work, site, and existing property; repair any damage at contractor's expense.

• Provide continuous noise and dust abatement.

• Submittals (shop drawings, product data, etc.) must be provided in advance for government review and approval.

• Submittal reviews and RFI responses have a maximum turnaround time of 7 days for the contractor and 14 days for the government.

• Electronic files of all required documents must be transmitted in PDF format.

• Quality control is the exclusive responsibility of the contractor, subject to continuous audit.

• A final inspection report is required prior to final payment, confirming successful installation and completion of a punch list.

• A Site-Specific Safety Plan (SSSP) must be submitted within 14 days of contract award and reviewed by the government before construction begins.

• Housekeeping is an ongoing task, including daily cleanup, waste disposal, and removal of unused materials.

• Location: National Agricultural Library (NAL), 10301 Baltimore Ave, Beltsville, MD 20705.

• Period of Performance (POP): 90 Calendar Days after receiving the Notice to Proceed (NTP).

• Work Hours: Generally Monday - Friday, 7:30 am to 4:30 pm, excluding Government Holidays. Changes require written CO approval.

• Contractor must be registered in System for Award Management (SAM) prior to submitting a bid.

• Contractor is responsible for obtaining all necessary licenses and permits.
