• Quotes are due by 7/20/2026 at 1200 HRS ED.

• Questions accepted until 7/10/2026 at 1200 HRS ED.

• Evaluation will be based on price, technical capability (Capabilities Statement & Equipment Manifest), and past performance (FACTS Sheet).

• Award will be made to the offeror providing the best value to the government.

• This acquisition is set aside for small business concerns.

• Specifically, it is a Veteran Owned Small Business (VOSB) set-aside.

• NAICS Code: 339950, Small Business Size Standard: 500.

• Offerors must be registered in SAM and be considered a small business for the associated NAICS code. VOSB registration is required for award.

• Offerors must obtain a Unique Entity Identifier (UEI).

Wage Determination

This form is critical for bidders to demonstrate their relevant past performance. The government will use this information for source selection. Offerors must provide comprehensive details on similar projects to support their technical capability and ability to perform the NAMA Wayfinding Signs contract. Failure to provide complete information is not permitted. The government will independently assess the relevancy of the provided data.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the fabrication and installation of highway signs for the National Mall and Memorial Parks. Removal of old signs is not included.

• Fabrication and installation of 10 new signs.

• Contractor to provide all labor, materials, equipment, facilities, and travel.

• Project management, including quality control and scheduling.

• Coordination with the Park Contracting Officer's Representative (COR).

• Fabrication of signs according to specifications in Attachment A (Drawings) and Attachment B (Fabrication Details).

• Installation of signs, including securing permits and locating underground utilities.

• Site cleanup and restoration after installation.

• Signs must be fabricated to achieve lasting durability in an exterior, high-traffic environment, with ease of maintenance and vandal resistance.

• Fit and finish must meet or exceed industry standards for architectural grade sign fabrication.

• All work must comply with contract specifications and approved submittals.

• Warranty of workmanship against defects for a minimum of one year after final acceptance.

• Period of Performance: 172 Calendar Days After Award.

• Sign installation and final walk-through to be completed on or before 144 Calendar Days After Award.

• Place of Performance: National Mall and Memorial Parks, Washington, DC.

• Contractor Project Manager to serve as the single point of contact.

• Submittal of fabrication shop drawings for COR approval.

• Pre-installation meeting and on-site final walk-through required.

• Contractor responsible for securing all required permits.

• Contractor responsible for all travel expenses in accordance with GSA rates.

• Firm Fixed Price contract anticipated.

• Deliverables include project schedule, schedule of values, meeting minutes, fabrication shop drawings, shop inspection photographs, and final sign installation.
