Scope of Work

The requirement encompasses comprehensive facility operations, maintenance, and repair services for all infrastructure, facilities (buildings, hangars, utilities, structures, and related systems), and assets (equipment and utility infrastructure) at NASA AFRC. This is considered a commercial service.

Submission Requirements

Interested Small Business firms must submit a capability statement, not exceeding fifteen (15) pages, addressing all aspects of the effort, particularly the requirements detailed in Attachment 1 – Required Capabilities. Submissions must include:

  • Sources Sought Notice NO. 80AFRC26SS003, firm name, point of contact, address, phone, email, DUNS, CAGE Code, size status under NAICS 561210, and website (if applicable).
  • Indication of interest as a prime contractor, and identification of any subcontracting, joint venture, or teaming arrangements.
  • All information requested in Attachment 1 – Required Capabilities (Items II. A - C). Statements must be uploaded to NASA’s Enterprise File Sharing and Sync Box (https://nasagov.app.box.com/f/83af83b78c4d4920b327e533423c02fe) following specific naming and upload instructions (https://www.hq.nasa.gov/office/procurement/other/EFSS-Box-Offeror-Proposal-Submission-Instructions.pdf). Key Capabilities Required (from Attachment 1)

Bidders must provide at least three examples of Facilities Management contract experience, including facilities and aircraft hangar operations and maintenance. At least one example must be as a Prime Contractor performing at least 51% of the physical non-managerial work. Experience examples should be:

  • Completed within the past three years or currently in progress.
  • Similar in size, scope, and magnitude to the NASA/AFRC location. Capability statements must specifically detail experience in areas such as:
  • Creating and implementing management plans for balanced work schedules and coordinating multiple customers.
  • Utilizing Facilities Maintenance Management software for planning and scheduling a minimum of 15,000 work tasks annually.
  • Inventory management for procuring and stocking parts and materials.
  • Inspecting, testing, and certifying various systems (e.g., hangar doors, fire suppression, elevators, cranes).
  • Maintaining industrial cooling towers, Building Automation Systems (BAS), boilers, chillers, water, and wastewater systems.
  • Experience with various fire extinguishing systems (sprinkler, foam, gas, wet, dry chemical, hydrazine).
  • Maintaining emergency power generator systems and fuel storage facilities.
