Scope of Work

The requirement is for independent oversight and coordination of construction activities. Key services include:

  • Quality Assurance: Providing oversight QA for construction contractors, functioning as an independent inspector, and monitoring OSHA safety compliance.
  • Inspections: Conducting construction inspections, reviewing plans, specifications, and submittals, and performing stormwater and erosion sediment control inspections at WFF.
  • Coordination & Management: Coordinating construction activities with various stakeholders, processing invoices, providing close-out management support, managing punch list resolution, and conducting final inspections.
  • Documentation: Reviewing Operations & Maintenance (O&M) manuals and As-Built drawings, attending and documenting various meetings (pre-construction, progress, weekly general construction, resolution, CQC).
  • Deliverables: Providing daily reports, design/construction document reviews, construction contract modification assessments, test logs, and discrepancy logs.
  • Optional Services: Commissioning (CxA) and document control services may be requested via Task Order.

Performance Standards / Qualifications

QA Contractor personnel must be qualified based on education, training, and experience, with annual training required. Specific qualifications are detailed for QA Level 5 (Site Manager) and QA Level 4 (Quality Assurance Inspector). Adherence to NASA and OSHA safety standards is mandatory, and deliverables (e.g., daily reports) must be submitted according to specified timelines.

Period & Place of Performance
