Scope of Work
The requirement is for independent oversight and coordination of construction activities. Key services include:
- Quality Assurance: Providing oversight QA for construction contractors, functioning as an independent inspector, and monitoring OSHA safety compliance.
- Inspections: Conducting construction inspections, reviewing plans, specifications, and submittals, and performing stormwater and erosion sediment control inspections at WFF.
- Coordination & Management: Coordinating construction activities with various stakeholders, processing invoices, providing close-out management support, managing punch list resolution, and conducting final inspections.
- Documentation: Reviewing Operations & Maintenance (O&M) manuals and As-Built drawings, attending and documenting various meetings (pre-construction, progress, weekly general construction, resolution, CQC).
- Deliverables: Providing daily reports, design/construction document reviews, construction contract modification assessments, test logs, and discrepancy logs.
- Optional Services: Commissioning (CxA) and document control services may be requested via Task Order.
Performance Standards / Qualifications
QA Contractor personnel must be qualified based on education, training, and experience, with annual training required. Specific qualifications are detailed for QA Level 5 (Site Manager) and QA Level 4 (Quality Assurance Inspector). Adherence to NASA and OSHA safety standards is mandatory, and deliverables (e.g., daily reports) must be submitted according to specified timelines.
Period & Place of Performance
Services will be performed at GSFC (Greenbelt, MD) and WFF (Wallops Island, VA). Normal hours are 6:00 a.m. to 6:00 p.m. Monday through Friday, with potential for after-hours and weekend work as dictated by construction activities.
Special Requirements
Contractor employees will be located on-site within the GSFC Facilities Management Division (FMD) – Engineering Branch. The Government will provide office space, furniture, computers, and vehicles. The contractor is responsible for inspection tools, personal protective equipment, and mobile devices. Adherence to federal, state, and NASA regulations is required.
