Set-Aside & Awards

  • Up to three (3) awards are reserved as a Total Small Business Set-Aside.
  • Up to five (5) awards are reserved as an 8(a) set-aside competition.
  • CLINs 0004-0006 are specifically reserved for 8(a) firms.

Submission & Evaluation

This is a two-phase selection procedure.

  • Phase 1: Evaluation of non-price factors, including Technical Approach (Program Management, Planning & Execution) and Past Performance. Offerors must achieve at least a "High Confidence" rating in past performance to advance. Past performance will consider projects completed within the last five years, and teaming partner performance will be evaluated.
  • Phase 2: Evaluation of price for a "seed" design-build project. Awards will be made on a best-value basis, and the Government reserves the right to award without discussions. Offerors must disclose any intent to use Artificial Intelligence (AI) during contract performance.

Proposal Requirements

Proposals must be submitted electronically via email and adhere to specific page limitations and content for three volumes:

  • Volume I - Administrative: Includes Executive Summary (3 pages), SF 1442, Section G, Section K, acknowledgement of amendments, proposal validity, and bonding capacity. (Unlimited pages, except Executive Summary).
  • Volume II - Technical Approach: (25 pages total) Covers Program Management and Planning & Execution.
  • Volume III - Past Performance: (25 pages total) Details five recent and relevant projects. Past Performance Questionnaires (PPQs) contact lists and CPARS are excluded from the page limit. A Safety and Health Program (Attachment 9) is also required (no page limit).
