Quick Summary

NASA's Johnson Space Center (JSC) is soliciting proposals for the Johnson Space Center Multiple Award Construction Contract (JMACC), an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle for construction, revitalization, and infrastructure improvements at JSC and White Sands Test Facility (WSTF). This Full and Open Competition opportunity has an estimated maximum value of $300 million. The initial task order, EA Phase 1A, involves constructing a new Applied Spaceflight Fabrication Facility (ASFF). Proposals are due April 14, 2026, at 1:00 PM CST.

Purpose & Scope

The JMACC is designed to provide flexible and rapid execution of a broad range of construction-related services. The scope includes general construction, alteration, modification, renovation, maintenance, repair, demolition, design-build services, and new construction of buildings and facilities. The initial "seed project" for this IDIQ is the Engineering Consolidation Phase 1A (EA Phase 1A), which entails the construction of a new approximately 37,625 gross square foot, 42 ft tall high bay industrial manufacturing facility (Applied Spaceflight Fabrication Facility - ASFF) at JSC. This facility will consolidate machining capabilities for the Structural Engineering Division (ES) and support manufacturing equipment for various large and small components. The project includes site cast concrete composite tilt-wall panels, deep foundations, subsurface utility extensions, storm surge protection, and installation of bridge cranes.

Contract Details

  • Contract Type: Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) with Firm-Fixed Price (FFP) task orders.
  • Estimated Value: Minimum order $5,000; Maximum ordering limit $300,000,000.00. The initial EA Phase 1A task order is estimated to be less than $35 million.
  • Period of Performance: A 3-year base period, with potential option periods (anticipated April 27, 2026 – April 27, 2029).
  • NAICS Code: 236210 – Industrial Building Construction, with a small business size standard of $45.0 million.
  • Set-Aside: Full and Open Competition (Unrestricted). Large businesses are required to submit a Small Business Subcontracting Plan, with overall goals set at 32.1%.
  • Place of Performance: Primarily Johnson Space Center (Houston, TX) and White Sands Test Facility (Las Cruces, NM), but may include other NASA centers.

Evaluation & Submission

Proposals will be evaluated using a Performance Price Trade Off (PPTO) methodology. Technical acceptability will be assessed on a Pass/Fail basis, requiring active SAM registration, complete representations and certifications, and a minimum bonding capacity of $40 million single and $300 million aggregate. Past Performance is significantly more important than Price. Past performance will be assessed for recency (within 3 years) and relevancy (projects >$35 million, similar size, scope, and complexity). Offerors may propose price discounts for early completion milestones.

  • Mandatory Software: Kahua is the required project management software, provided by the Government.
  • Submission Method: Proposals must be submitted via NASA's Enterprise File Sharing and Sync Box (EFSS Box). Offerors are encouraged to coordinate a test file submission at least 48 hours prior to the due date.
