Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) intends to issue a sole-source modification to the existing Exploration Extravehicular Activity Services (xEVAS) Contract 80JSC022DA022 with Axiom Space, Inc. This modification will add CLIN 5: Hardware Production & Delivery to support EVA integration, testing, training, and mission execution. This is a notice of intent, not a request for offers, and is justified under FAR 6.103-1 and 10 U.S.C. 3204(a)(1) due to Axiom Space being the only responsible source.
Scope of Work
The modification will establish CLIN 5 for the delivery of hardware in support of the xEVAS contract. This includes:
- Delivery of xEVA system hardware and software (subsystems, components, parts).
- Delivery of ground support equipment (GSE), test support equipment (TSE), and test articles.
- Sustaining spares, refurbishment kits, maintenance, sustainment, and repair/replacement items. The CLIN 5 period of performance will run concurrently with the current contract end date of May 30, 2032. The overall IDIQ maximum will not be increased.
Contract & Timeline
- Type: Notice of Intent to Modify an Existing Sole-Source Contract (IDIQ)
- Existing Contract: 80JSC022DA022 (xEVAS) with Axiom Space, Inc.
- Set-Aside: Not Applicable (Sole Source)
- Response Due: June 22, 2026, 12:00 PM CT
- Published: June 11, 2026
- Primary Contact: Patricia Parker (Patricia.K.Parker@nasa.gov)
Justification & Market Context
Axiom Space, Inc. was awarded the xEVAS contract on May 31, 2022, and is the original equipment manufacturer (OEM) of the lunar-capable xEVA system. NASA states that no other sources can provide a compatible xEVA system without incurring unacceptable schedule delays, duplicative non-recurring engineering, and incompatibility with the existing design. Spacesuit development is highly specialized, requiring integrated life-support, pressure garment engineering, and mission-critical avionics. Modifying the existing contract with Axiom is deemed essential to meet Agency mission requirements for Artemis and future exploration missions.
Interested Parties & Submission
Vendors interested in challenging this sole-source determination must submit written capability statements (not exceeding 5 pages) demonstrating:
- Compatibility with the Axiom xEVAS architecture (interfaces, data, acceptance criteria) for full-system functionality.
- An integration and certification approach meeting safety-critical EVA requirements.
- Schedule feasibility consistent with Artemis mission timelines.
Statements must be emailed to Patricia Parker at Patricia.K.Parker@nasa.gov by the deadline, with the subject line "xEVAS CLIN 5 Notice of Intent Capability Statement." Late submissions may not be considered. NASA will consider all timely capability statements to determine if a sole-source award to Axiom Space, Inc. remains warranted.
