Quick Summary

The U.S. Customs and Border Protection (CBP), specifically its Air and Marine Operations (AMO), has issued a Request for Information (RFI) for National Aviation Maintenance and Logistics Support. This RFI is for market research purposes to identify capable sources for comprehensive maintenance, sustainment, and logistics services for AMO's diverse manned aircraft fleet. Responses are due by June 29, 2026, 1:00 PM ET.

Purpose

This RFI aims to conduct market research to understand industry capabilities for providing maintenance, sustainment, logistics, and related support services for CBP's Air and Marine Operations (AMO) manned aircraft fleet. This is solely for planning purposes and does not constitute a solicitation for proposals or a commitment by the government to award a contract.

Scope of Work

The requirement involves supporting AMO's fleet of approximately 200 fixed-wing and rotary-wing aircraft, including platforms such as the B200, P-3 Orion, C-130J, UH60, and others. These aircraft operate from 36 locations across the Western Hemisphere, accumulating around 85,000 flying hours annually. The scope encompasses:

  • Routine Organizational Level (O-level) Maintenance
  • Unscheduled Maintenance
  • Logistics and Supply Chain Support
  • Surge Efforts
  • Materials/Supplies
  • Intermediate (I-Level) and Depot-Level (D-Level) repairs
  • Minor and Major Modifications

Potential Contract Approaches

CBP is considering two primary contract approaches:

  • RFP #1: A standalone contract for O-level maintenance, unscheduled maintenance, logistics, supply chain support, surge efforts, materials, and travel, with performance primarily at government-owned facilities.
  • RFP #2: A multiple-award IDIQ contract structured with three tracks: Track 1 for Modifications (Minor and Major), Track 2 for Intermediate (I-Level) repairs, and Track 3 for Depot-Level (D-Level) repairs. Performance for this IDIQ may occur at either contractor or government-owned facilities.

Industry Feedback Requested

CBP is seeking industry feedback on:

  • Capabilities to meet the outlined requirements.
  • Recommendations for contract types that could enhance cost predictability, efficiency, and accountability.
  • Technical feasibility, risk identification, and location capabilities for integrated sustainment support.
  • Corporate information, including firm name, address, and size.
