Quick Summary

The U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, has released a Combined Synopsis/Solicitation (RFQ) for a web-based, evidence-based Utilization Management (UM) care guidelines product and support. This acquisition aims to provide the ICE Health Service Corps (IHSC) with a standalone solution to support healthcare provision for individuals in ICE custody. This opportunity is not set-aside for small business concerns. Quotes are due by February 3, 2026, at 12:00 PM CT.

Scope of Work

ICE requires a Commercial Off-the-Shelf (COTS) web-based UM guidelines solution, accessible via the ICE network, compatible with approved browsers, and functioning independently of IHSC health information platforms. The solution must be non-interactive and read-only, supporting up to 30 users with scalability for increased users at no additional cost. Key features include role-based access, user activity tracking (utilization reviews, task progression, hospital admissions), and a help/service desk. The platform must support interactive documentation of prospective, concurrent, and retrospective utilization reviews in ambulatory and hospital settings, provide evidence-based clinical care guideline content, unlimited searches, and customized reports. The vendor must provide online, self-paced training, comprehensive user guides, and hold a current Utilization Review Accreditation Committee (URAC) certification.
