Request for Information / Sources Sought

NASA's Shared Services Center (NSSC) is seeking information from potential sources regarding facility operations, maintenance, management, and data center power and network integration for the National Center for Critical Information Processing and Storage (NCCIPS). NCCIPS is a secure, 200,000 sq. ft. federal facility in southern Mississippi, designed for processing and storing nationally sensitive, critical, or classified data. This RFI aims to determine appropriate competition levels and small business subcontracting goals for the upcoming NCCIPS V3 contract. The government may consider set-asides for various small business categories based on responses.

Interested contractors must demonstrate capabilities in:

• Documented past performance managing Tier III data center facilities.

• 24x7/365 facility operations management (access control, emergency response, systems monitoring).

• Data center power and cooling infrastructure engineering/management.

• Program and project management (PMP certifications).

• IT systems/infrastructure development and management, including cybersecurity.

• Logistics, shipping, receiving, and warehouse management.

• Acquisition services.

• Data center energy management (DCEP certification).

• Retention plan for key personnel.

• Phase-in plan for contract transition.

• Customer engagement and relationship management strategies.

• Project cost estimating and invoicing processes.

• Submit a capabilities statement (max 15 pages) demonstrating ability to perform all aspects of the effort.

• This is a Sources Sought/RFI, not a solicitation. No solicitation exists, and the government will not pay for information submitted.

• A Reverse Industry Day and Site Visit are being planned; details will be announced via a Special Notice on SAM.gov.

• Company Information: Name, address, POC, DUNS/CAGE code, ownership, years in business, business type (small/large), average annual revenue, number of employees.
• Small Business Status: Registration under NAIC code 541513, size standard ($37.0 million), and category (8(a), Woman-Owned, HUBZone, SDVOSB, etc.).
• Bidding Intent: Prime or Subcontractor interest, and type of business arrangement (Partner, Teaming, Joint Venture).
• Questions & Comments: Space for vendors to submit questions regarding a draft PWS and provide comments on its reasonableness and feasibility.
• Relevant Work Experience: A section to detail up to five previous contracts, including contract number, type, dollar value, POC, and a description of the requirement.
• Similarity to Requirement: A section to describe how the previously performed work aligns with the current opportunity's requirements.

This worksheet guides vendors in compiling essential information about their company's qualifications, capacity, and relevant past performance. Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the performance objectives for operating and maintaining the National Center for Critical Information Processing and Storage (NCCIPS) data center facilities and supporting infrastructure. The objective is to acquire services for the operation, maintenance, and management of the NCCIPS facility and campus, including equipment maintenance and power management, to support the government's Data Center Optimization Initiative (DCOI).

• Core Services: Operation, maintenance, and management of the NCCIPS data center facility and campus, including IT, system power, and network integration. This encompasses 34 buildings totaling 232,600 sq ft on a 64-acre campus.

• Key Areas: Includes facilities operations and maintenance (power, HVAC, cable management, custodial, shipping/receiving), electrical operations, engineering support, repair and alteration, energy management, and information technology support.

• DEMAND Services: Specific customer-requested project support and/or NASA-requested project support, which will be separately reimbursed.

• The Contractor shall provide and maintain a system for management and reporting of performance metrics in accordance with government-defined standards.

• Monthly PWS-based status reports and briefings are required.

• Weekly Status Reviews (WSR) will be conducted.

• The goal for the entire data center facility is to sustain a Power Usage Effectiveness (PUE) of no more than 1.5.

• Work shall be performed on-site at the NCCIPS campus at Stennis Space Center, MS, and/or other designated locations within the continental United States.

• The contract includes a sixty (60) day phase-in period.

• Personnel: Contractor personnel require appropriate background investigations and security clearances (minimum SECRET).

• Security: Compliance with NASA security program requirements, including physical security, personnel security clearances, and key control.

• Safety & Health: Compliance with OSHA, EPA, and NASA safety requirements.

• Contingency: 24x7x365 operation is required, including contingency support for IT outages, equipment failure, or declared disasters.

• Reporting: Comprehensive management of records, documents, and forms; reporting on data calls, requests, and performance metrics.

• Innovation: Continuous assessment and benchmarking to improve services and productivity.
