Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a full range of operational and maintenance support services for the Jefferson Laboratories Complex (JLC).

The Service Provider (SP) will be responsible for the operation and maintenance of all campus utility systems, craft shop support, operation and maintenance of utility plants and equipment, maintenance of all process and non-process equipment, maintenance, alteration, and repair of buildings and structures, pest control, grounds maintenance, janitorial and housekeeping services, and cafeteria food service operation. This includes services for the entire JLC campus, including areas under renovation and new construction.

• General Statement of Work: Covers compliance, liability, employee conduct, service provider furnished property, and affirmative procurement of bio-based products.
• Work Management: Details procedures for work orders, preventive maintenance, alterations, labor and material estimates, and operating plans (staffing, work schedules, safety and health, quality control, emergency procedures, strike contingency).
• Craft Shop Services: Includes carpentry, masonry, paint, electrical, HVAC, instrumentation, and metal working shops.
• Maintenance, Alteration, and Repair of Buildings, Equipment, and Structures: Encompasses preventive, remedial, and unscheduled maintenance for buildings and campus-wide processing equipment.
• Utility Systems: Operation and maintenance of steam generation and distribution, natural gas and fuel oil pumping and storage, water pumping, treatment, storage, and distribution, and waste water plant and sewage systems.
• Grounds Maintenance: Includes improved grounds, sprinkler systems, fountains, plantings, road surfaces, storm drainage, fencing, mowing, and signage.
• HVAC and Refrigeration Systems and Equipment: Operation and maintenance of all HVAC and refrigeration systems.
• Electrical Plant and Distribution: Inspection, installation, maintenance, and alterations of all electrical power systems and lighting.
• Compressed Air and Distribution: Inspection, installation, maintenance, and alterations of compressed air systems.
• Pest Control: Maintaining the JLC and its work environment free of undesirable pests.
• Preventive Maintenance Program: Critical for facility operation and maintenance, including updating and executing the existing PM program.
• Housekeeping Services: For SP-occupied facilities.
• Environmental Monitoring and Control Systems: Monitoring, operating, and maintaining environmental monitoring and control systems 24/7.
• Janitorial Services: Providing janitorial services for general offices, laboratories, corridors, etc.
• Cafeteria Food Service Operation: Providing cafeteria services, including food preparation, sanitation, and customer satisfaction.

The PWS outlines numerous reporting requirements, including monthly status reports, quarterly safety/accident reports, annual inventory, bi-weekly reports, and specific reports for various systems (e.g., boiler plant, pest control, fire alarms). Performance is evaluated based on an Acceptable Quality Level (AQL), with a 99% AQL for critical systems and 95% for most other requirements.

• Personnel: SP must ensure personnel meet qualifications, certifications, and licensing requirements. Specific requirements for supervisory personnel, craftsmen, and licensing are detailed.
• Government Furnished Property (GFP): SP is responsible for custody, safeguarding, and management of GFP.
• Bio-based Products: SP must comply with affirmative procurement requirements for bio-based products.
• Safety and Health: SP must establish and maintain an accident prevention and safety program, complying with OSHA and other relevant regulations.
• Work Management System: All work is controlled through a government-furnished online work management system.

Services are required 24 hours per day, 365 days per year. The JLC campus is located in Jefferson, Arkansas.
