The required services encompass a full range of operational and maintenance support, including Work Order (WO) and Indefinite Delivery Indefinite Quantity (IDIQ) work. Key areas include:

  • Operation and maintenance of all campus utility systems (steam, water, wastewater, chilled water, electrical, compressed air).
  • Craft shop support services (carpentry, electrical, HVAC, plumbing, instrumentation).
  • Maintenance, alteration, and repair of buildings, structures, and all process/non-process equipment.
  • Pest control, grounds maintenance, janitorial, and housekeeping services.
  • Cafeteria food service operation.

Services are required 24 hours per day, 365 days per year, covering the entire JLC campus, including areas under renovation and new construction. Detailed descriptions of existing facilities, utilities, and equipment are provided in Attachments 2 and 3.

Key Qualification Requirements

Respondents must demonstrate experience and capability in:

  • Research Facility & Laboratory O&M, including AAALAC-accredited animal facilities and specialized environments (e.g., BSL-3, GLP).
  • Complex HVAC, Refrigeration & Environmental Controls, including Building Automation/Environmental Monitoring Systems (BAS/EMCS).
  • Utility Plant Operations (high-pressure steam, potable water treatment, wastewater, chilled water, medium-voltage electrical).
  • Multi-Trade Maintenance Capabilities.
  • Safety, Licensing & Regulatory Compliance (OSHA, EPA, NFPA), with licensed staff.
  • Facility Support Services (grounds, janitorial, pest control, cafeteria).
  • Managing operations with a Collective Bargaining Agreement (CBA) workforce.
  • Using facility work management systems (e.g., CMMS, ARCHIBUS, Maximo).
  • Managing government or client-owned inventory.
