Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a comprehensive range of operational and maintenance support services for the Jefferson Laboratories Complex (JLC). The primary goal is to ensure the continuous, safe, and efficient operation and maintenance of all campus facilities, infrastructure, and equipment.

The scope of work encompasses a wide array of services, including:

• Operation and maintenance of all campus utility systems (water, electricity, steam, HVAC, compressed air, natural gas, fuel oil, wastewater).

• Maintenance, alteration, and repair of buildings and structures.

• Craft shop services (carpentry, masonry, paint, electrical, HVAC, instrumentation, metal working).

• Grounds maintenance (lawn care, weed control, snow removal, etc.).

• Janitorial and housekeeping services for occupied facilities.

• Environmental monitoring and control systems.

• Pest control.

• Cafeteria food service operation.

• Fire extinguisher inspection, maintenance, and service.

• Support for modernization and construction projects.

• Services must be performed in accordance with Original Equipment Manufacturer (OEM) procedures, industry standards, and applicable codes.

• A Quality Control Plan must be maintained and implemented.

• Performance will be evaluated based on metrics outlined in the Performance Requirements Summary (PRS), with an Acceptable Quality Level (AQL) of 99% for critical systems.

• Timely response to work requests and completion of tasks are critical.

• Services are required 24 hours per day, 365 days per year, on an uninterrupted basis.

• Performance is for the entire JLC campus, including areas under renovation or new construction.

• Contractor personnel must meet specific qualifications, certifications, and licensing requirements.

• Compliance with all applicable Federal, State, and Local statutes, regulations, and guidelines is mandatory.

• Safety and health plans, including the use of Personal Protective Equipment (PPE), are required.

• Specific procedures for handling hazardous materials, asbestos, and mold remediation must be followed.

• Bio-based products are to be utilized where feasible.

• Contractor must utilize the government-furnished online work management system for all work requests and documentation.

• Government-furnished tools and equipment are provided, with the Contractor responsible for their custody and management.

• Specific requirements for employee conduct, uniforms, and security clearances are detailed.
