Scope of Work
The scope encompasses a wide range of services, including:
- Operation and maintenance of all campus utility systems (steam, water, natural gas, fuel oil, wastewater).
- Maintenance, alteration, and repair of buildings, structures, equipment, and grounds.
- Craft shop services (carpentry, masonry, paint, electrical, HVAC, instrumentation, metalworking).
- Specialized services such as pest control, janitorial services, housekeeping, and cafeteria food service.
- Environmental monitoring and control systems.
- Management of work orders, preventive maintenance, and inventory. Services are required 24 hours per day, 365 days per year, for the entire JLC campus. The contractor must furnish necessary personnel, materials, services, and facilities, adhering to specific personnel qualifications, certifications, and licensing requirements, as well as all applicable Federal, State, and Local statutes and industry standards.
Contract Details
- Contract Type: Hybrid, consisting of Firm-Fixed-Price (FFP) for routine O&M tasks and Indefinite Delivery Indefinite Quantity (IDIQ) for additional work. IDIQ Task Orders may be FFP, Time-and-Materials (T&M), or Labor-Hour (LH).
- Period of Performance: A 20-day phase-in period (September 1-20, 2026), followed by a Base Period (September 21, 2026 - September 20, 2027) and four Option Periods, extending the potential contract duration through September 20, 2031.
- Value: The guaranteed minimum is the FFP tasks for the base period. The estimated maximum IDIQ Task Order amount is $5,000,000.00 over the five-year ordering period.
