Offerors must propose a SERWRC Director with a PhD (or PhD candidate) in Earth/Environmental Sciences and at least 12 years of direct experience. Contractor personnel will undergo Moderate Risk security screening and must comply with NOAA's SASH Prevention Policy and Section 508 accessibility standards. A Quality Assurance Surveillance Plan (QASP) details performance standards and surveillance methods, including Acceptable Quality Levels (AQLs) and Contract Discrepancy Reports (CDRs). Offerors must also submit a Past Performance Questionnaire completed by references by the proposal due date.
