Purpose

The SRWRC will transform NOAA's satellite, in situ, radar, and paleoclimate data into regionally-tailored products and services, thereby advancing the understanding of long-term weather variability and its impacts.

Scope of Work

The SRWRC will focus on four key areas:

  • Regional engagement and user needs identification: Engaging with industry, economic, environmental, and public sectors to understand long-term weather-related issues and needs.
  • Needs prioritization and product/tool provision: Adapting or developing tools, products, and services, and contributing to NCEI's requirements collection database.
  • Transitioning tools, products, and services: Planning and executing projects to transition mature SRWRC developments to sustained NCEI operational states.
  • Sustaining services: Continuing to provide products and services that support the SRWRC mission and other NCEI regional and national needs.

The contractor must be physically located within the Southern Region (TN, MS, LA, AR, OK, TX) and serve all states, territories, and U.S.-affiliated islands in this region. Initial efforts under Task Order 1 include synthesizing regional weather records (monthly, quarterly, annual reports), supporting new record adjudication, maintaining inventory, tracking user inquiries (with a one-business-day response time), addressing regional themes (Water Resources, Coastal Resiliency, Transportation), and supporting the transition of developments to NCEI.

Contract Details

  • Type: Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
  • Period of Performance: The base ordering period is five years, from September 17, 2026, to September 16, 2031. Task Order 1 has a base period from September 17, 2026, to April 16, 2027, with six option periods extending through September 16, 2031.
  • Set-Aside: Unrestricted.
  • NAICS: 541990 (All Other Professional, Scientific, and Technical Services) with a $19.5 million size standard.
  • Key Personnel: A SRWRC Director with a PhD (or equivalent experience) in Earth/Environmental Sciences and significant direct experience is required.

Submission & Evaluation

  • Proposal Submission Deadline: June 17, 2026, 1:00 PM Eastern Daylight Time (EDT).
  • Submission Method: Electronically via email.
  • Evaluation: Award will be based on a best-value tradeoff process. Technical factors (Experience for IDIQ, Technical Approach to Task Order 1, Key Personnel) and past performance are of equal importance and, combined, are significantly more important than evaluated price. The Government reserves the right to award without discussions.
  • Past Performance: Offerors must complete Part 1 of Attachment J.5 (Past Performance Questionnaire) and ensure references submit Part 2 directly to the contracting contacts by the proposal deadline.
